mise bootstrap plugins

Manage package manager plugins declared in [bootstrap.plugins]

A package plugin adds a package manager, such as one for VS Code extensions, that [bootstrap.packages] entries can use. mise bootstrap installs plugins before packages; when you run the narrower commands, run plugins apply before packages apply. Installing a plugin does not install its packages.
