Bill No. 1824 passed and approved on December
19, 2001.
- Signed by former President Gloria Macapagal
Arroyo on January 23, 2002.
NSTP LAW ( RA 9163)
- the implemetation of the law takes effect on the
First Semester of School Year 2002-2003 in
Higher Education Institution (HEI) and
Technical Education and Skills Development
Authority (TESDA).

• NSTP COMPONENTS:
1.) RESERVE OFFICER’S TRAINING CORPS (ROTC)
- is a program institutionalized under
Section 38 and 39 of the Republic Act No.
7077. It is designed to provide military training
to tertiary level students to motivate, train,
organize, and mobilize them for national
defense preparedness.
2.)LITERACY TRAINING SERVICE ( LTS)
- is a program designed to train students
to become teachers of reading-writing
literacy, and numeracy skills to school
children, out–of-school youth, and other
segments of society in need of their
services.
3.)CIVIC WELFARE TRAINING SERVICE (CWTS)
– refers to program or activities contributory to
the general welfare and betterment of life for the
members of the community or the enhancement
of its facilities especially those devoted to
improving health, education, environment,
entrepreneurship, safety, recreation, and morals of
the citizenry.
COVERAGE OF THE NSTP LAW
1.) ALL Freshment students, Male and Female, starting SY
2002-2003
2. ALL Higher Education Institutions – including State
Universities and Colleges (SUC’s), Technical Vocational
education institutions. SUC’s are required to provide and
maintain the ROTC Component.
3.) The Philippine Military Academy(PMA), Philippine
Merchant Marine Academy PMMA), Philippine National
Police Academy (PNPA) are exempted from the NSTP .
NSTP-CWTS Vision
To educate students to become pioneers of
change and embody respect and preservation
of culture with integrity, competence, and
commitment when rendering service to the
community.
To inculcate students with Filipino
Values, such loyalty, the desire to serve
the country with pride and integrity, the
accountability of nation-building, and
sustainability.
Develop a sense of volunteerism
as productive Filipino citizens and
members of the National Service
Reserve Corps.
NSTP-CWTS MISSION
1. Provide relevant activities that will contribute to the
physical, spiritual, and social development of
students.
2. Inculcate in students the values of leadership,
patriotism, and responsibility.
3. Educate students to become community planners,
designers, and managers on sustainable community
projects.
NSTP-CWTS MISSION
4. Conduct capability enhancements for the community services
towards preparing the students to become result oriented, social
entrepreneurs, community volunteers, and socio-economic
mobilizing forces that serve as value oriented pioneers in
community development.
5. Allow students to render services with community
organizations at the grassroots level.
6. Create an opportunity to do community service.
