5) Conditions & Compliance
Projects are typically: (a) time-bound with clear KPIs; (b) partnered with accredited LGUs/NGOs/HEIs; (c) supported by
ring-fenced budgets and procurement controls; and (d) subject to monitoring, completion reporting, and audit.
Non-performance may lead to rejection of expenditures for recognition and/or program exit.
6) How CCPD Relates to the CREATE Law
Both pursue countryside development and performance-based outcomes. CCPD projects can help BOI-registered
enterprises demonstrate job creation, supply chain deepening, and regional spillovers—factors that align with
CREATE’s incentive philosophy (performance-based, targeted, time-bound). CCPD is not a separate tax incentive in
itself but complements CREATE-registered projects.
