AICTE-TECHNICAL BOOK WRITING &

TRANSLATION

SCHEME DOCUMENT

1.1 Introduction:
(a) The local language communication in India is vital for effective developmental action.
According to Census of India, 122 major languages and 1599 other languages out of
which 30 languages are spoken by over a million native speakers in different parts of
India. Therefore, a need arises to promote original book writing with latest
developments on technical subjects incorporated and as per AICTE’s Model
Curriculum therein in 12 regional languages listed below.

1.2 Objectives:
(a) To promote use of 'Scheduled Regional Language' in Technical Education for creating
knowledge base in local language and to encourage creation of treasure of latest
technical knowledge incorporating the newest developments by grant of financial
support to the distinguished faculty/writers.

(b) To encourage, promote and support maximum number of writers to write and publish
the technical subject books in Indian scheduled regional language includingHindi.
Target Beneficiaries: The students of Polytechnics and Under Graduation courses in
Technical Institutions following AICTE Model Curriculum syllabus.

1.3 Eligibility:
(a) The Faculty- retired or working in AICTE approved institutions
(Degree/Diploma/Pharmacy/Management/Architecture etc.) or Researchersof such
institutions.
(b)
The proposed author(s) to be of repute with command over the subject andthe
language chosen for writing.
(c) The proposed author(s) should have a proven academic record of [Link]

(b) The Technical Universities’ and IOSR Odisha having MoU with AICTE, have been
assigned responsibilities of specific Regional Language works to be scrutinized,
supervised by them, in addition to tasks as per existing MoU, as given below

The coordinator No I, at respective Technical Universities’ will be responsible for


undertaking Technical Book Writing Scheme of AICTE in respect of specific regional
Indian language, as shown above.
The Technical Universities’ shall make arrangements to widely publicize the
scheme and invite applications from interested writers.
Technical Universities’ will prepare lists of authors who show their interest in
Technical Book Writing in Regional Languages for the language assigned to them
and shall accept applications related to writing technical books as applicable to UG
technical institutions and polytechnics following AICTE Model Curriculum Syllabus,
in regional languages for scrutiny, evaluation, examination and according of
approval for release of the grant.

After receipt and shortlisting of applications, Technical Universities’ will
carry out evaluation process by constituting appropriate committees. The
evaluation process at this stage should include:

(i) Verifying history of previous such works completed by applicant.


(ii) Applicant’s qualifications, teaching experience and knowledge
ofsubject.
(iii) Applicant’s hold on regional language in which interest is shown.
(iv) Applicant’s achievements in respect of receiving of
awards/recognitions of his work from Central / State Govt
/Universities etc.
(v) Any other criteria as deemed fit.
After completing evaluation process, Technical Universities’ will
beresponsible :

To monitor progress and acceptance after evaluating completed work by


constituting appropriate committees as deemed suitable.
(a)
To recommend release of funds by AICTE at stage of awarding of
acceptance and later at completion stage after receiving completion
(b)
reportfrom committee constituted for the same.

In case of books on same / similar topics, the same shall first be


(c) evaluated at Technical University level for suitability under AICTE Model
Curriculum Syllabus for 1st year students of UG technical institutions and
polytechnics. The contents of books then will be compared and assessed
by expert’s committees constituted by AICTE to judge their standards
before one such text book is approved in any of the regional language for
commencement of writing. Post this, the script of such book shall then
be shared with all other TU’s for getting same translated into languages
of their assigned regions.

(d) The quantum of remunerations, after final acceptance by AICTE, shall


bedisbursed to authors at the rates mentioned in scheme documents.

1.5 Limit of Funding:
(a) Maximum funding for translation work and for original Technical Book
Writing (Funding will be shared in case of multiple authors). shall be limited
to :
a) Original book writer for UG - Rs. 2 Lakh each
b) Original book writer for Diploma - Rs. 1.5 Lakh each
c) Reviewer for UG– Rs. 40 Thousand each
d) Reviewer for Diploma– Rs. 30 Thousand each
e) Translator for UG & Diploma– Rs. 1 Lakh each
In case of an author & co-author for one book, the amount will be
split between the both.
f) Reviewer of translated books in regional languages for UG & Diploma
–Rs. 20 Thousand each
1.6 Special Condition for Technical Book Writing in Regional
Languages
(a) The credentials of all the shortlisted and proposed authors on specific
subject covering syllabus under model curriculum for UG & Polytechnic,
shall be forwarded to AICTE by each Technical University for their
respective
assigned Regional Languages.
(b) AICTE will further, evaluate all entries to finalize one author which may be
of any particular Regional Language, for selection as champion author
fromwithin all the proposals received.
( c) The financial incentive of Rs 2 Lakhs for UG level or Rs 1.50 Lakhs
forPolytechnic level book, as mentioned in the above in
responsibilities of coordinator – I, shall be disbursed to the champion
author only.
(d) The work of champion author, in his Regional Language, shall be shared
with coordinators of all Technical Universities for getting the same
translated into their Regional Language by the respective shortlisted author
at the end. The translator will be eligible to receive incentive @ Rs 1 Lakhs
for UG Book and for Polytechnic Book.
(i) Any false statement or suppression of facts by authors/translators/institute
concerned will make them jointly and liable for penal action against them as
per rules/ laws applicable apart from action for recovery of the amount paid
with interest decided by AICTE.
(ii) For the acts like plagiarism etc. of the book writers/translators selected for

assignment, AICTE will not be responsible in any case.
