1. Learning Objectives:
Understand the concept and purpose of "noting" within the Secretariat.
Identify different types of notes and their appropriate use.

2. Content Overview:
This lecture was intended to introduce participants to the essential knowledge and equip
them with "noting" skills as practiced within the Secretariat. Through interactive learning.
3. Key Concepts Delivered:
i. The definition and significance of noting: Why it plays a crucial role in efficient
information flow, decision-making, and record-keeping.
ii. Types of notes: Differentiating between informative notes, forwarding notes, and
noting on proposals or files.
iii. Elements of effective noting: Crafting clear, concise, and objective notes
following the prescribed format and language as per the Secretariat Instructions.
iv. Key considerations for writing effective notes: Structuring notes logically, using
appropriate terminology, and maintaining neutrality in tone.
v. Practical application through case studies: Participants will analyze real-world
scenarios and practice drafting different types of notes, applying the learned
principles.
4. Expected Outcomes:
By the end of this lecture, participants were expected to be able to:
Confidently explain the purpose and importance of noting in the Secretariat context.
Distinguish between various types of notes and choose the appropriate format for
each situation.
Draft clear, concise, and well-structured notes adhering to the Secretariat
Instructions.
Apply their knowledge to real-world scenarios by analyzing and drafting notes for
different situations.
5. Additional Information:
This lecture was delivered as an interactive session, incorporating case studies, discussion, and
individual experience. Trainees were encouraged to come prepared to participate actively and
ask questions.

1. The lecture started @ 1430 hours, and the speaker was welcomed by the
participants and was introduced by the Chair to the trainees.
2. Afterwards, the Speaker informed the trainees regarding the topics that shall be
covered during the lecture.
3. The introduction of the topic was followed by the honorable speaker outlining the
significance of Official Noting in the Secretariate and how impactful it can be to
determine the fate of any case under consideration.
4. The Key terminologies associated with and used in the Noting were covered and
discussed with the trainees/participants along with academic definitions of the noting as
envisaged under the rules and Secretariat Instructions.
5. This activity was followed by a discussion on the requirements of a Note on file
the mandate and the objectives of writing an effective Note.
6. After expressing his thoughts on some experiences the honorable guest speaker
interacted with the trainees and asked them about their own experiences while on the job
and later moved on to the structure and composition of a Note followed by explaining the
qualities of good Noting.
7. In the latter half of the lecture the Speaker explained the aspect of a noting that
may result in rendering the proposals ineffective and highlighted the things that made a
noting bad.
8. The last part of the lecture included the key Secretariat Instructions regarding
Noting and how to establish checks and counter checks and the importance of reviewing
the noting before signing and submitting to the seniors in the hierarchy.
9. The speaker then displayed a Specimen of noting and then left the room open for
questions by the trainees/participants who asked relevant questions and were given very
appropriate responses concerning the topic.
Conclusion:
The Session ended with all the participants thanking the Honorable Speaker for his
effort and presentation and for imparting very useful knowledge that would be very
helpful in their service.
