The National Service Training Program

Overview of the NSTP

 It is hereby affirmed the prime duty of the


government to serve and protect its citizens.

 It shall be the responsibility of all citizens to defend the


security of the State and in fulfillment thereof, the
government may require each citizen to render personal,
military, or civil service.

National Service Training Program (NSTP)


o Is a program aimed at enhancing civic consciousness
and defense preparedness in the youth by
developing the ethics of service and patriotism while
undergoing training in any of its three (3) program
component.
o Its various components are specially designed to
enhance the youth’s active contribution to the
general welfare.
o The NSTP was required to all incoming freshmen
starting School Year (SY) 2002-2003. (RA 9163).
The ROTC, where the National Service started

The Reserve Officers Training Corps (ROTC) started


originally in the United States.

It requires all male students of any baccalaureate


course to undergo military training either in Army
(AROTC), Air Force (AFROTC), or Navy (NROTC). The
basic course can be finished for four consecutive
semesters.
The advance course, on the other hand, can be
finished for eight consecutive semesters and will
make them eligible to be candidates as officers of
the Armed Forces of the Philippines (AFP).

certain programs, including part-time military
training to their students.
 began to appear after the American Civil war
(ROTC in the Philippines 2009).
The Creation of the NSTP Law
 In June 2001, an official statement was released
by the U-Belt Consortium, an association of
universities along the city of Manila, headed by the
University of Santo Tomas ROTC unit which called for
the abolition of the ROTC Program in response to the
death of Cadet Officer Mark Welson Chua, a 19-year
old Mechanical Engineering student of UST. His
death became the catalyst for the passage of
Republic Act 9163 or the National Service Training
Program Law, which removed completion of ROTC
as a mandatory requirement for graduation for all
male college students in the Philippines.

Components of the National Service Training Program


1. Reserve Officers’ Training Corps (ROTC)
- A program institutionalized under section 38 and 39
of republic Act No. 7077, designed to provide
military training to tertiary level students in order to
motivate, train, organize and mobilize them for
national defense preparedness.
- Shall instill patriotism, moral virtues, respect for
rights of civilians, and adherence to the Constitution.
2. Literacy Training service (LTS)
- A program designed to train students to become
teachers of literacy and numeracy skills to school
children, out-of-school youth, and other segments of
society in need of their service.
3. Civic Welfare Training Service (CWTS)
- Programs or activities contributory to the general
welfare and the betterment of life for the members of
the community or the enhancement of its facilities,
especially those devoted to improving health, education,
environment, entrepreneurship, safety, recreation and
morals of the citizenry.

Who are required to take the NSTP?


 Students, male and female, of any baccalaureate
degree course or at least two (2)year technical
vocational courses in public and private educational
institutions shall be required to complete one (1) of
the NSTP components as requisite for graduation.
Duration of the NSTP
1. Two (2) semester program for any of the
components of the NSTP
2. One (1) summer program may be designed,
formulated and adopted by the DND, CHED, and
TESDA.
Fees and Incentives
 Higher and technical vocational institutions shall
not collect any fee for any of the NSTP components
except basic tuition fees, which shall not be more
than fifty percent (50%) of what is currently charged
by school per unit.
NSTP offering in Higher and Technical-Vocational
Educational Institutions
 All higher and technical-vocational institutions,
both public and private must offer at least one of the
program components. Provided, that state
universities and colleges shall offer the ROTC
component and at least one other component as
provided herein. Provided, further, that private
higher and technical-vocational education
institutions may also offer the ROTC if they have at
least three hundred and fifty (350) cadet students.
Management of the NSTP Components
CHED and TESDA
-shall oversee and monitor the implementation of the
NSTP under their jurisdiction to determine if the
trainings are being conducted in consonance with the
objectives of this Act.
Institutions exempted from the NSTP
In view of the special character of the following
institutions they are exempted from offering NSTP
under the implementing rules and regulations of the
NSTP Law.
1. Philippine Military Academy (PMA)
2. Philippine Merchant Marine Academy (PMMA)
3. Philippine National Police Academy (PNPA)

The National Service Reserve Corps


The National Service Reserve Corps is composed of the
graduates of the non-ROTC components. Members of
this Corps may be tape by the State for literacy and civic
welfare activities through the joint effort of the DND,
CHED, and TESD. Graduates of the ROTC shall form par of
the Citizen’s Armed Force, pursuant to Republic Act No.
7077.
The Civic Welfare Training Service
Under the Republic Act 9163or the NSTP Law, the CWTS
component comprises the following topics to be
discussed:
