The key Road Management System Project (RMS) deliverables will be as following:
A Sectorial Study of Skills and Competencies in Oman for Asset Management and
RMS Implementation and a strategy for meeting the future needs;
A Review of the current operating and procurement model for road maintenance and
recommendations on a preferred best practice model for MOTC;
The preparation and implementation of a Comprehensive Capacity Building and
Technology Transfer Plan including Mentoring and Training of key MOTC Staff in
Implementation Unit;
A populated database inventory and condition survey of all MOTC Road Network
Assets;
A road classification and numbering system and a location referencing system for the
Oman Road Network;
A survey of traffic demand, including axle load surveys, on the Oman road network and
the development of a National Traffic Demand Model to support the requirements of
the RMS;
A permanent network of counters for monitoring of long term traffic demands and trends
across the Oman road network;
An integrated RMS software and hardware solution implemented tested and validated to
clients satisfaction across all client locations;
The RMS to include a Pavement Management System, Bridge Management System,
Traffic Analysis Module and Strategic Planning Module as core elements in addition
to other modules and features;
A Multi Annual asset management plan for the maintenance of the MOTC Road Network
and a 5 year programme of works for each regional department;
Handover including a documentation record of all technical decision making information
requirements and all management and operational processes including the Road
Maintenance Manual, to be provided in both Arabic and English.

The consultant shall complete the bill of quantities and schedule of services to include for all
deliverables required to complete the contract services.
