We want as many people as possible to be able to use this website. You should be able to:

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations 

1. Images on some pages do not always have suitable image descriptions. Users of assistive technologies may not have access to information conveyed in images. This fails WCAG 2.2 success criterion 1.1.1 (Non-text Content).
2. Some tables do not have table row or column headers. This means assistive technologies will not read the tables correctly. This fails WCAG 2.2 success criterion 1.3.1 (Info and Relationships).
3. Some PDFs do not use bookmarks to aid navigation. This fails WCAG 2.2 succession criterion 2.4.5 (Multiple Ways).

Content that's not within the scope of the accessibility regulations

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

We are working alongside agencies to fix content which fails to meet the Web Content Accessibility Guidelines version 2.2 AA standard.

This Accessibility statement was prepared on 12th November 2018. It was last reviewed on 2nd March 2026.

This website was last tested in February 2026 against the WCAG 2.2 AA standard.  The test of a representative sample of pages was carried out using accessibility testing tools. We also used findings from our own testing when preparing this statement.
