CNBC's recognition of Ohio and North Carolina as America's leading states for business provides an illustrative example of the central proposition advanced by Capital Environment Theory (CET) (Hunt, 2026). Specifically, the proposition that jurisdictions characterised by regulatory stability, institutional predictability, and favourable business conditions are more likely to attract sustained capital investment is reflected in Amgen's announcement of almost US$2 billion in manufacturing investments across these two states. From the perspective of CET, such investment decisions are not solely a consequence of market demand or geographic advantage but are influenced by the broader capital environment within which firms operate. Stable governance, predictable regulatory frameworks, and an investment-supportive institutional architecture collectively reduce uncertainty, facilitate long-term capital allocation, and encourage productive investment. Whilst this example should not be interpreted as empirical validation of CET in isolation, it is nevertheless consistent with the theory's underlying framework. Capital Environment Theory posits that the quality of the capital environment constitutes a significant determinant of capital formation, industrial expansion, and long-term economic performance. The relationship observed between a favourable business climate and Amgen's strategic investment decisions therefore provides a contemporary illustration of the mechanisms described by CET, reinforcing the proposition that jurisdictions which cultivate stable and predictable institutional environments are better positioned to attract, retain, and compound productive capital over time. Affordability as Economic Infrastructure As affordability moves to the centre of economic and political debate around the world, it is necessary to return to the proposition that has shaped our work from the beginning. Affordability is not simply an outcome of economic success. It is one of its essential preconditions. That insight led us to develop the concept of affordability as economic infrastructure — the proposition that affordability is not a social or welfare issue, but the structural foundation of participation, capability, productivity, resilience, and national competitiveness. Over the coming week, we republish the ten papers that constitute The Affordability Series, with additional commentary reflecting how the conversation has evolved since their first release. Together, they present a capability-first framework that positions affordability as the structural condition operating upstream of economic freedom — determining whether households, firms, and institutions have the capacity to participate, adapt, invest, and compound capability over time. Affordability is not a consequence of growth. It is a condition for growth itself. It shapes the equilibrium between productivity formation, competitiveness, fiscal resilience, human capital accumulation, and long-run national capability. We are pleased to introduce our latest macroeconomic working paper, Why Capability Is Becoming the World's Most Valuable Productive Asset, developed within the Architecture of Capability Economics (ACE) commercial and institutional research programme. The paper argues that contemporary economies are undergoing a structural repricing of productive assets; as artificial intelligence expands computational capacity and organisational complexity intensifies, the principal constraint on long-term productivity is shifting away from technology itself. Instead, productivity is converging upon the systemic capability, operational bandwidth, and functional integration of the individuals and households responsible for deploying these sophisticated systems. Within the ACE framework, capability is positioned not merely as an individual attribute or public health outcome, but as foundational operating infrastructure—the conductive pathway through which labour, technology, institutions, and financial capital generate sustainable economic returns. Accordingly, this framework reframes the household not primarily as a unit of consumption, but as the economy’s primary production system and foundational capability platform, whose operational integrity ultimately conditions the productivity of every other economic asset. The paper therefore demonstrates that, in an era of rapid technological advancement, investment in human and systemic capability must be understood as investment in core economic infrastructure rather than as peripheral social expenditure.
