This tag is mostly used for long distance hiking route relations which are divided into several stages. There it can be used to indicate a reference code (and other stage-specific data) for the stage.
How to map
It is suggested to map each stage as its own route relation, with name=*, from=*, to=*, ascent=*, descent=*, duration=* etc. referring to the individual stage, and then combine the stage routes into a superroute relation, which will get the attributes of the complete route.
Other use
There are also a few other instances of this tag on different types of objects, indicating for example the number of (performing) stages in a venue, but in as of 2/2023 these are only 55 objects in the world.
