Fix Docker build on macOS/arm64 (remove amd64 headers, use bookworm slim).
Prevent duplicate media-group downloads in batch mode.
Add FloodWait handling for downloads/uploads/media-group sends.
Add /cleanup command + USAGE.md guide.
Safer default limits to reduce FloodWait.
