Transition from the WebMCP explainer to a Community Group spec draft #60

RESOLUTION: The group will transition from the WebMCP explainer to a Community Group spec draft stage using the existing explainer, proposal and other supplementary documentation in the repo as the basis.

We will use this meta-issue to track this transition and to discuss the v1/v2 spec split.

Here's the documentation we've produced at the explainer stage:

    It would be good if there is an issue or project tag that indicates which issues needs to be addressed for v1, and what would be issues that can continue discussion for v2.

    There are already issues called out as out of scoped for v1 from working group meetings (such as #52, which I agree with).

    We will discuss our triage conventions for v1/v2 etc. in our meetings.
