An IDL update based on the latest explainer. Includes TBDs for parts that were not clear to me based on the sample. Also updated the Bikeshed "anchors" and "link-defaults" boilerplate to get linking to referenced WebNN API definitions to work.
@dontcallmedom I see those WebNN API definitions in WebIDLpedia (are exported), yet they are not referenceable by default. What is the obvious thing I'm missing?
@jbingham, if helpful, you can use this as a starting point and complete the IDL when you get there.
