triton-lang#8709 updated HIP headers, which bumps `HIP_VERSION_MAJOR` to 7 under the hood. For Triton we can support 6 actually so fix the requirement.

AMD support is moving to rocm verison > 7.0 and some of the headers are updated as part of PR triton-lang#8709. This change is updating relevant libdevice bitcode files to rocm7.1.
