This commit adds a new workflow to deploy kepler on equinix. Changes include: - Adds composite actions to create and clean equinix runners. - Adds a workflow to deploy kepler on equinix. Note: This workflow will trigger on pull request event as until we switch reboot as default branch, the `issue_comment` event is not triggered.
