This commit adds a new workflow to deploy kepler on equinix.

Changes include:

  • Adds composite actions to create and clean equinix runners.
  • Adds a workflow to deploy kepler on equinix.

Note: This workflow will trigger on pull request event as until we
switch reboot as default branch, the issue_comment event is not
triggered.

In order to run this workflow on comment to pull request issue_comment event expects the workflow file to be available in the default branch of the repo: https://docs.github.com/en/actions/writing-workflows/choosing-when-your-workflow-runs/events-that-trigger-workflows#issue_comment
