Fix #949: artboard names fit their artboard when zoomed out - #952

Artboard names are drawn at a fixed screen size above each artboard, so zoomed out, where artboards shrink on screen, the names ran past them and over their neighbours. A name is now no wider than its artboard on screen, ending in an ellipsis when longer, and an artboard narrower than 24 px shows none. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Artboard names are drawn at a fixed screen size above each artboard. Zoomed out, the artboards shrink on screen but the names don't, so they ran past their artboards and over each other.
A name is now laid out no wider than its artboard on screen and ends in "…" when it's longer. An artboard narrower than 24 px on screen shows no name. The Artboard tool's own label for the active artboard is unchanged.
Tested:
cargo xtask ci(all 7 steps).artboard_labels_fit_their_artboard: a wide artboard shows the whole name, a narrow one lays it out within its width, and one too small shows none.🤖 Generated with Claude Code
