We recently (since #129311) had an issue because some rustlib files were missing (like: "error[E0463]: can't find crate for rustc_ast") when building tools that rely on rustc. This patch fixes that by copying those files as required.

Confirmed that this fixes rustfmt build. Although, shouldn't we be only copying the .rlib files and not also the rustc-src directories? The .rustc-dev-contents file contains both.

Skipping .rlib artifacts doesn't work either.

I meant skipping the source code, not .rlib. But it seems that in this case copying also the source code is benign w.r.t. #108767, so let's keep it like it is and only complicate it if some issues occur.

I meant skipping the source code, not .rlib. But it seems that in this case copying also the source code is benign w.r.t. #108767, so let's keep it like it is and only complicate it if some issues occur.

Oh, I meant "rmeta" files, sorry. I mean, copying only the "rlib" files didn't make it work. And as for the source code part, it doesn't do anything harmful at all so I would like to keep the logic as simple as possible here.

Agreed. In the previous PR, I thought that copying the source code caused problems, but here it seems fine.
