First draft of the CI workflow using GH actions.
Add set_api_version() top-level function, and the corresponding setting in config.py. It simply forwards the version ID in the header of HTTP requests.
Removed some pytest fixtures due to them being called in mock decorators directly.

This is an attempt to move to the new Github Actions workflow and remove our Travis workflow. Python versions are also bumped up while we're at it.
