This configuration changes the way release-notes are populated in the release PR. Currently, we are using a single-package configuration, so release notes do not capture package-wise changes.
This configuration change means any changes to the codebase will trigger a package-wise release, along with a combined version of the library. No changes to the way artifacts are published.
