Draft: Fluendo MPEG-H 3D Audio decoders for the suite in #398 (this PR is stacked on top of it): the GStreamer plugin (flumpeghdec) and FFmpeg with libmpeghdec. Both wrap the raw MHAS in a temporary MP4 with a small Python helper until Fluendo's muxer/demuxer can replace it, which is why it stays a draft and is not meant to be merged yet.
Not supported = vectors that use options the decoder cannot be given (e.g.
preset_idanddrc_effect_typein the plugin, or a target loudness outside the -31..-16 range it accepts).The FFmpeg Error is
C6_3_FD_Sfb: libmpeghdec rejects every packet (mpeghdecoder_process()failed: 4); the MP4 itself is valid. The plugin fails are output differences against the reference and will be looked at separately.
