Allow --filter-all, --filter, and --filter-out to be passed either as a single comma-separated string or as multiple occurrences of the option. When multiple occurrences are provided, each occurrence is split on commas and all resulting substrings are honored. This enables grouped filters such as:
--filter-all "rados/monthrash,mon_election/connectivity" "rados/multimon,mon_election/connectivity"
