Update to WASI 0.2.9 and 0.3.0-rc-2026-01-06 (#138)

* Update to WASI 0.2.9 and 0.3.0-rc-2026-01-06

This updates the vendored WIT and then adjusts the crates in question
too. Both crates have bumped version numbers I'll publish after merging
this.
