GitHub is moving ubuntu-latest to Ubuntu 26.04 (rollout Oct 19 - Nov 19, 2026). Pin all runners to ubuntu-24.04, the image ubuntu-latest resolves to today. Also replace the deprecated ::set-output command in lint-test.yaml with $GITHUB_OUTPUT. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
