WebRender has a constant named MAX_COMPOSITOR_SURFACES in picture.rs which is currently 4, we should look into increasing this to a higher value (possibly much higher) to accommodate web pages with multiple HDR videos and/or canvases, since we are relying on surface promotion to work for HDR content.
