Why per organization, not per seat?: Your agents don't need seats. One price covers everyone in the GitHub organization.
What counts as a review?: On paid plans, one pull request per billing period: re-pushes are reviewed and don't count again. On Free and the trial, each new push is a new review.
What happens if we go over our plan?: On a paid plan, the first time you go over you get 25% more reviews free, once. After that, reviews pause unless you turn on extras, which stop at a monthly cap you set. Free has no extras.
Do I need a scan plan for PR review?: No. The two products are independent: neither requires the other.
