The difference between:   Open Access (OA)  and  OER .
OA  focuses on sharing content, usually of scholarly nature, without a requirement for the use of an Open license OER  includes any educational content that is shared under an Open license
OER  and  OA  are friends

The difference between: Open Course Ware (OCW)  and  OER .
OCW  focuses on sharing open content that is developed specifically to instruct a course  OER  includes any educational content that is shared under an open license, whether or not it is a part of a course
OCW  is a subset of  OER
OCW, single images, general campus lectures, image collections, singular learning modules, paper or article syllabi, lecture notes, presentation slides, assignments, lecture videos - all related to a course OCW // OER - overlap OER OCW
The difference between: eLearning  and  OER
eLearning   are electronic instructional resources that are not necessarily Openly licensed. OER  materials are designed to be the physical or electronic building blocks of instructional resources and are  always  Openly licensed. OER and eLearning: a relationship.

We help content creators maximize the return on digital resources by helping make these resources free and open for use and reuse by people worldwide.  a student driven do-it-yourself and distributed method of generating OER Open Source Software used to manage the process of generating  OER
 
a bit of background.. Fall 2007, the Medical School commits to publishing all of its pre-clinical materials as OER.  All U-M health science deans pledge their support
And then from that small first step...
Health OER Disseminates edu cat ional materials to educators, physicians, clinicians, students, and self-learners throughout the world, free of charge.  Enables global access to our health science education materials: lectures, labs, and other course curricula. Improves health education and health care delivery within the University, the State of Michigan, and worldwide.
