I. BACKGROUND
• The LSBs will be reconstituted
• New guidelines on CSO accreditation and selection of representatives have
been issued.
• Many CSOs are either unaware of the need to participate, uninformed of
how they can participate in local governance, do not view participation as
relevant, or find the requirements to be rather rigorous.
• The CSO Conference will again be organized in response to these
challenges.

1. Enlighten CSOs on the significance of citizen participation in local
governance, the avenues for participation and the guidelines for
CSO accreditation;
1. Encourage more CSOs to apply for accreditation and participate
in local governance; and
1. Serve as a venue for networking among CSOs that can help in the
formation of their Local People’s Council.

4.2.2. the LGU, in collaboration with the DILG Field Office, shall hold a CSO Conference . . .
4.2.2.1. The CSO Conference shall be handled by the CSO Desk Officer and/or concerned Local
PDO or a duly designated LGU appointive official, with the support of the concerned DILG officers .
4.2.2.2. The CSO Conference shall cover four major topics:
a) relevance of participatory governance;
a) guidelines on LGU accreditation of CSOs and reconstitution of LSBs
b) avenues of CSO participation as provided for in RA 7160 and other relevant policies and
issuances; and
c) encouraging the formation and/or expansion of a local CSO Network and/or Local People’s
Council if not already established.
II. LEGAL BASIS

4.2.2.3. . . . the BLGS-CSO/PPPP PMO and the SLGP- PMO shall provide
the Training Modules . . . and the training of the concerned DILG officers and
LGU functionaries.
4.2.2.4. The LGU shall be responsible for providing the funding and resources
needed to facilitate the CSO Conference . . .
4.2.2.5. The sanggunian shall see to it that Application forms for accreditation
and the documentary templates for the requirements are readily available in
the CSO Desk or the Office of the Secretary to the Sanggunian and during the
CSO Conference.

DILG officers concerned/
LGOOs on the conduct of the
CSO conference and to
oversee its implementation
including the submission of
reports by the LGUs.

LOCAL GOVERNMENT OPERATIONS OFFICER (LGOO)
1. Conduct preparatory meetings with the concerned LGU functionaries to discuss the
following;
• Schedules, program and resource persons
• Facilitator and documenter
• Food and venue
• Participants and invitations
• Laptop and LCD for the audiovisual presentations
• Reproduction of materials and supplies
• Submission and updating of reports online to the DILG re the CSO Conference
2. Facilitate the conference together with the concerned LGU functionaries;
3. Serve as one of the resource persons; and
4. Assist the LGU in the submission of report to the link provided.

CSO Conference: Objectives
The overall objective of the activity is to encourage CSOs to seek
accreditation and participate in local governance. In particular, it intends to
enlighten and/or discuss the following with CSOs:
a) Relevance of participatory governance;
b) Code mandated avenues of participation;
c) MC 2022-83 Guidelines on LGU accreditation of CSOs and
Selection of Representatives to the LSBs;
d) Local People’s Council; and
e) Accreditation guidelines and procedures of the concerned LGU.
