CHAPTER ONE
1.1 Introduction
 The construction industry is a significant
sector that focuses on larger-scale
construction, involving the construction of
various structures such as
- buildings,
- roads,
- bridges,
- dams, and
- transportation systems.
 The building sector in Ethiopia is
undergoing larger-scale construction,
contributing significantly to the country's
GDP. However, the construction industry
faces risks and challenges, with the ILO

1.2 Project description
• project focuses on health and safety investigation
on the construction of extension of Dada Mall
B+G+7+terrace. By Ibrahim Seid Building
Construction PLC which is located
in Adama City around Mebrat Haile.
1.3 Objective of the project
• To identify the safety issues and
analyze accidents that happen on the site,
• To investigate whether the company
has management policies and regulations and
CHAPTER TWO
Construction Health &Safety Policies and
Regulations
2.1 Definitions of main terminologies
 Policies ;- are rules, principles, guidelines, or frameworks that are
adopted or designed by an organization to achieve long-term
goals. These are usually set out in a written format that is easily
accessible.
 Safety regulations ;- are defined as mandatory requirements that
aim to prevent or reduce injury. They include laws and regulations
and mandatory standards.
There are Regulations of Health and Safety on the sites Some
of regulations that are listed in the contract document of the company
are :-
• General Obligations of the Contractor
• Regulation regarding cables and conduits
• Regulation regarding to Demolished Materials 6
-Some of EBCS 14 regulations according to
health and safety of construction
 Signs and Signals
 Falling from height
 Protection from Falling Objects
 Tools, Equipment, Plant and Machinery
- Hand Tools
- Electrical Tools and Electricity
- Concrete Working Equipment

ACCIDENT ANALYSIS

3.1 Method Of Investigation

-we employed a multi-faceted approach to

gather diverse perspectives from site
workers and
project managers. Incorporating ;-
• Questionnaires,
• Comprehensive observation,
• Interview and
• Revising the company's contract
documents

3.2 Accident and injury investigation

Person's at risk

 From our investigation that the organization employs between 15 and

30 temporary workers in addition to 8 regular employees.
 The quantity of temporary employees varies based on the type of work
being done at the location. Despite being female and juvenile laborers,
the majority of these individuals were men.

•Accidents and injuries on the site

• Puncture injury
• Fall on the same level
• Stuck by falling object
• Fall from height
• Electric shock

10
Cont...
Causes of accidents on the site
Accident Cause
Puncture injury Improper use of tools, sharp edges from building
materials, and other matters. Nails

Fall on the same level Unsafe work conditions, Worker inattention, slip and
trip accidents, wet or slippery surface

Stuck by falling object Malfunctioning equipment; Failure to properly secure

tools or components; Improper stacking of tools,
equipment
Fall from height Unsafe ladders, missing guardrails, inadequate fall
protection, poor construction of scaffolding and other
platforms
Electric shock Worker inattention, lack of safety equipment, exposed
electrical parts, electrical appliances in contact with
water

11
3.3 Evaluation of risk level
 we have attempted to quantify the severity of an accident on a scale
of 1 to 10, with 1 being the least severe and 10 being the most
catastrophic. The assessment of severity takes into account the
potential impact on human life, the environment, and property
damage.

Interpretation of risk assessment

14
3.4 Risk Control Measure

15
3.5 Method of handling accidents and injuries
 Depending on the workplace's circumstances EBCS 14 section 14.1
emphasizes the importance of providing adequate first aid equipment and
facilities to prevent accidents and injuries in the workplace.
 The minimum requirement is a stocked first aid box, a designated person for
first aid arrangements, and clear information for employees.
 In an emergency, prompt action is crucial, including checking the injured
person's breathing, providing artificial respiration, treating heavy bleeding,
flushing burns with water, and immobilizing broken limbs. However, it is
essential to avoid certain actions, such as moving the injured person unless
necessary, removing foreign objects embedded in the body, and providing a
drink if the injured person requests it. The injured person's lips and tongue
should be moistened, and moving a broken limb should be avoided to prevent
further damage.

Chapter Four

4.1 challenges faced

• The unwillingness of workers to answer our
questions during the interview
• Our schedule didn't work with the site's
working hours.

4.2 Reccomandation

 We emphasized the importance of providing regular training to workers to

ensure that they were knowledgeable about the risks and knew how to take
necessary precautions to prevent accidents
 We also recommended providing essential safety equipment, particularly
protective gear for electrical-related accidents on the site 18
During our investigation, we discovered that the site we were examining had no policy
for health and safety at the workplace.
Therefore, we suggest implementing the following policy for the company to use;-
Ibrahim Seid Building Construction PLC should be a construction company that
values its commitment to quality, environmental sustainability, health, and safety
(QEHS) performance.
The company should be dedicated to consistently improving the quality of its
services and meeting the requirements of its clients in all its construction business
19
activities.
To achieve compliance with this commitment, the company should implement
and maintain an integrated management system (IMS). The IMS is an integral part
of the company’s business strategy and should be designed to meet the requirements
of ISO 9001, ISO 14001, and ISO 45001.
The company should take practicable measures to prevent and eliminate risks of
personal injuries, disabilities, ill health, occupational diseases, near misses, and
damage to properties. To achieve these objectives, it should implement measures
such as providing protective gear to its employees, conducting regular safety audits,
and implementing strict safety protocols.
The company should also commit to the conservation and preservation of the
environment by minimizing or eliminating the impact caused by its construction
business activities. It achieves this by implementing practices such as the proper
disposal of waste, minimizing carbon emissions, and adopting eco-friendly
construction techniques.
20
v Ibrahim Seid Building Construction PLC should encourage active participation
from all its employees and business partners towards the achievement of QEHS
excellence, continuous improvement of its QHSE management system, and
QEHS performance. The company should also systematically evaluate and
monitor the performance of external providers to ensure quality, health, and
safety improvement and environmental protection.
v To ensure that its IMS policy is communicated effectively, Ibrahim Seid
Building Construction PLC should communicate it to all its employees, and that
it should be available to customers, stakeholders, and the general public. The
company should be committed to continually improving its performance in
quality, environment, health, and safety to ensure that it delivers the best
possible services to its clients while minimizing its impact on the environment
and prioritizing the health and safety of all its stakeholders.

21
4.3 Conclusion
• The investigation into accidents and injuries on the site has ;-
- Identified multiple reasons,
- ranging from minor to severe,
- affecting workers and the public.
• Electric shock is the most fatal accident, while puncturing injuries are the most frequent, potentially
leading to serious health issues. To minimize these risks, a hierarchical approach is recommended,
including
-elimination,
- substitution,
- isolation,
- engineering control,
- administrative control,
- training, information, and
22
- personal protective equipment.
• An investigation into accidents is crucial to prevent future incidents.
It involves;- gathering information,
- analysing data, and
- identifying solutions to mitigate risk.
• Despite implementing risk control measures, accidents can still occur, requiring
swift action. The investigation aims to identify the root cause of the accident and
prevent future incidents. By following those guidelines, a safer work environment
can be achieved for all involved.
