CHAPTER ONE
1.1 Introduction
The construction industry is a significant
sector that focuses on larger-scale
construction, involving the construction of
various structures such as
- buildings,
- roads,
- bridges,
- dams, and
- transportation systems.
The building sector in Ethiopia is
undergoing larger-scale construction,
contributing significantly to the country's
GDP. However, the construction industry
faces risks and challenges, with the ILO

1.2 Project description
• project focuses on health and safety investigation
on the construction of extension of Dada Mall
B+G+7+terrace. By Ibrahim Seid Building
Construction PLC which is located
in Adama City around Mebrat Haile.
1.3 Objective of the project
• To identify the safety issues and
analyze accidents that happen on the site,
• To investigate whether the company
has management policies and regulations and

Construction Health &Safety Policies and
Regulations
2.1 Definitions of main terminologies
Policies ;- are rules, principles, guidelines, or frameworks that are
adopted or designed by an organization to achieve long-term
goals. These are usually set out in a written format that is easily
accessible.
Safety regulations ;- are defined as mandatory requirements that
aim to prevent or reduce injury. They include laws and regulations
and mandatory standards.
There are Regulations of Health and Safety on the sites Some
of regulations that are listed in the contract document of the company
are :-

• Regulation regarding cables and conduits

3.3 Evaluation of risk level
we have attempted to quantify the severity of an accident on a scale
of 1 to 10, with 1 being the least severe and 10 being the most
catastrophic. The assessment of severity takes into account the
potential impact on human life, the environment, and property
damage.

3.4 Risk Control Measure

3.5 Method of handling accidents and injuries
Depending on the workplace's circumstances EBCS 14 section 14.1
emphasizes the importance of providing adequate first aid equipment and
facilities to prevent accidents and injuries in the workplace.
The minimum requirement is a stocked first aid box, a designated person for
first aid arrangements, and clear information for employees.
In an emergency, prompt action is crucial, including checking the injured
person's breathing, providing artificial respiration, treating heavy bleeding,
flushing burns with water, and immobilizing broken limbs. However, it is
essential to avoid certain actions, such as moving the injured person unless
necessary, removing foreign objects embedded in the body, and providing a
drink if the injured person requests it. The injured person's lips and tongue
should be moistened, and moving a broken limb should be avoided to prevent
further damage.

4.3 Conclusion
• The investigation into accidents and injuries on the site has ;-
- Identified multiple reasons,
- ranging from minor to severe,
- affecting workers and the public.
• Electric shock is the most fatal accident, while puncturing injuries are the most frequent, potentially
leading to serious health issues. To minimize these risks, a hierarchical approach is recommended,
including
-elimination,
- substitution,
- isolation,
- engineering control,
- administrative control,
- training, information, and

- personal protective equipment.
• An investigation into accidents is crucial to prevent future incidents.
It involves;- gathering information,
- analysing data, and
- identifying solutions to mitigate risk.
• Despite implementing risk control measures, accidents can still occur, requiring
swift action. The investigation aims to identify the root cause of the accident and
prevent future incidents. By following those guidelines, a safer work environment
can be achieved for all involved.
