Title: The First Responder Role
Definition of Terms First Responder – generally refers to any member of the Force Multipliers, Police, Military, Fire, Medical Teams, and other volunteer organizations who first respond to an incident or crime.
• Crime Scene – generally refers to the
place where the crime happen. Definition of Terms Investigator-on-Case (OIC) – a PNP personnel in the station responsible in the investigation of a specific case.
SOCO – Scene of the Crime Operatives, specialist
of the Forensic Unit of the PNP responsible in examining a crime scene. However said function can be perform by the OIC. What to do when crime is reported: • Record date, time and place of crime reported
• Name of Complainant/Reporter and the victim (if
known)
• Other details to complete 5 W’s & 1 H
(Who, What, Where, When, Why and How)
• Record the weather condition
• Verify the veracity of the report
• Inform the police
First Responder Role ► Confirm the report to the nearest police station/ detachment
► As First Responder mandate is to save and preserve life
by giving the necessary first-aid to the injured and initiate medical evacuation as necessary. When in doubt if victim is dead or not bring it to the nearest hospital. (Take extra caution on victim of accident/vehicular or others)
► Take note of any statement from the victim particularly
the identity of the suspect/s, possible where about/ description and any vehicle use and direction in their escape. First Responder ► Effect the arrest of the suspect if possible, if not relay the information to the police immediately.
►The FR shall make the initial assessment on whether a
crime has actually been committed and shall conduct the preliminary interview of witnesses to determine what and how the crime was committed;
► If and when there is a suspect present in the area, the
FR shall arrest, temporarily take custody of the suspect away from the crime scene; First Responder ► The FR, upon the arrival of the police, shall turn- over the crime scene to them then brief the police what happen. ►The FR should stay at the Crime scene until the police arrive. Stay and assist the police in securing the crime scene and control the crowd. ► While the police have not yet arrived, secure the crime scene by installing police line, barrier/ rope the widest as possible about 2 meters away from the farthest physical evidence that you can see. (In some situation you have to adjust the barrier depending on the present situation such as busy highway, pathway, etc. Take note of the people you saw when you arrive that are at the crime scene) First Responders Role ► Be ready to assist the investigator giving sworn statement as to what you have witness or seen.
► Avoid walking inside the crime scene as much as
possible and take necessary precaution while doing first aid or evacuating injured victim.
► Take note of the driver’s name of Ambulance who
transported the victim and know the hospital the victim will be brought. If possible get contact number of driver.
- When there are several injured and you do not know if
the suspect is also one of the injured, inform the police and if possible provide security to them. First Responders Role ► Take note the number priority when responding to incident/crime is to save life. (Note: make sure you are safe and secured when exercising your role, if not wait for assistance and stay a distance from the scene)
► Assist the victims in securing their personal belongings.
► Assist the police in cleaning the crime scene after the
investigation is completed;
► Record also in the Barangay blotter all incident that
transpired in area of responsibility. Responding to other type of incident ► Resident creating troubles, inform the police and ask assistance from other BPATs/Barangay Official;
► Immediately inform the police;
► On family or couples dispute, do not interfere but inform
close relatives as long as no evidence of crime been committed, otherwise treat as a crime incident;
► It is always good to put on records anything that
transpire in your barangays that will be useful in the near future. QUESTIONS
