GROUP 2
What is a Disaster Risk?
• Its is the potential loss of life, injury, or destroyed or
damaged assets which could occur to a system, society or a
community in a specific period of time, determined
probabilistically as a function of hazard, exposure,
vulnerability and capacity.
• It reflects the concept of hazardous events and disasters as
the outcome of continuously present conditions of risk.
• It comprises different types of potential losses which are
often difficult to quantify. Nevertheless, with knowledge of
the prevailing hazards and the patterns of population and
socioeconomic development, disaster risks can be assessed
and mapped, in broad terms at least.
Acceptable risk
• is therefore an
important sub term;
the extent to which a
disaster risk is
deemed acceptable
or tolerable depends
on existing social,
economic, political,
cultural, technical
and environmental
Residual risk
• is the disaster risk that
remains even when
effective disaster risk
reduction measures are in
place, and for which
emergency response and
recovery capacities must
be maintained.
Hi
Phases of Emergency Management
• Disaster Mitigation
• Disaster Preparedness
• Disaster Response
• Disaster Recovery
Phases of Emergency Management
Disaster Mitigation
- It measures are those that eliminate
or reduce the impacts and risks of
hazards through proactive measures
taken before an emergency or disaster
occurs.
Phases of Emergency Management
Disaster preparedness
- refers to measures taken to
prepare for and reduce the
effects of disasters. That is, to
predict and, where possible,
prevent disasters, mitigate their
impact on vulnerable populations,
and respond to and effectively
cope with their consequences.
Phases of Emergency Management
Disaster Response
- Refers to the
implementation of a well-
rehearsed emergency
phase of emergency plan
developed during the
preparedness phase of
emergency management. It
lists the specific actions
that must be undertaken
immediately before, during
and after the passing of
Phases of Emergency Management
Disaster Recovery
- Refers to actions that must be
undertaken to bring a community to a
normal or near-normal conditions. The
initial responses often require
restoring basic community services
and infrastructure such as electricity,
water, telecommunication, removing
fallen trees and other cleaning up,
repairing damaged structures in the
house, permanently transferring to
areas less exposed to hazards, etc.
Disaster Risk Reduction by Removing Exposed Elements
Armed conflict
Disaster Risk Reduction by Removing Exposed Elements
- Remove civilians from the
cite conflict
Disaster Risk Reduction by Removing Exposed Elements
Rabid dogs and cats
Disaster Risk Reduction by Removing Exposed Elements
- Remove stray dogs and cats from
streets
Disaster Risk Reduction by Removing Exposed Elements
Bomb threats
Disaster Risk Reduction by Removing Exposed Elements
- Cordon off the area of bomb threat
from people
Disaster Risk Reduction by Removing Exposed Elements
Mosquitos
Disaster Risk Reduction by Removing Exposed Elements
- Remove stagnant
water, remove unused
bottles and containers
where mosquitos can
bread
Disaster Risk Reduction by Removing Exposed Elements
Feces
Disaster Risk Reduction by Removing Exposed Elements
- Build latrines where feces
are collected and contained
Disaster Risk Reduction by Removing Exposed Elements
Trash
Disaster Risk Reduction by Removing Exposed Elements
- Collect garbage in trash
cans, collect them
regularly and deposit them
in government designated
landfills
Disaster Risk Reduction by Removing Exposed Elements
Biomedical waste
Disaster Risk Reduction by Removing Exposed Elements
- Collect them in sealed
containers
Sample Hazard and Their Mitigation Measures
Earthquake
Sample Hazard and Their Mitigation Measures
- Adopt and enforcing building codes, conduct building
safety inspection regularly, reinforce or repair weak
structures, prevent the building of structures along or
near earthquake faults, etc.
Sample Hazard and Their Mitigation Measures
Fires, wild fires
Sample Hazard and Their Mitigation Measures
- Requires sprinkler systems in buildings, close forest
and camping areas during dry seasons, etc.
Sample Hazard and Their Mitigation Measures
Drought
Sample Hazard and Their Mitigation Measures
- Conserve water, prevent overgrazing
of grasslands thus reducing water
evaporation, etc.
Sample Hazard and Their Mitigation Measures
Landslides
Sample Hazard and Their Mitigation Measures
- Plants grass and trees on areas prone to
landslide, build a drainage system that will
de-clog water landslide-prone areas, stabilize
erosion areas, etc.
Sample Hazard and Their Mitigation Measures
Floods
Sample Hazard and Their Mitigation Measures
- Construct floodplains, repair and de-clog drainage
system, etc.
