➣ Embodies the requirements of the new GEC
(General Education Curriculum)

➣ The minimum requirements for this mandatory


GEC, include 9 units in Filipino, and 9 units in
English.

➣ Literature, which used to be studied as a


language, is now treated as an art form under the
Humanities and has been allocated 6 units.

➣ Language Courses should be taught in the language


they focus on (Filipino or English)

➣ Literature Courses may be taught in Filipino, English, or


another language, depending on available materials and

THIS ORDER FOCUSES ON “ENCOURAGING THE OFFERING


OF CHINESE LANGUAGE AS PART OF THE UNDERGRADUATE
CURRICULA AND PHD GRADUATE DEGREE PROGRAM”

TWO KEY POINTS:

(1) UNDERGRADUATE PROGRAMS ARE ENCOURAGED TO


ADD CHINESE LANGUAGE COURSES IN THEIR
UNDERGRADUATE CURRICULA.

(2) PHD PROGRAMS ARE ALSO ENCOURAGED TO INCLUDE 6


UNITS OF CHINESE LANGUAGE AS ONE OF THE FOREIGN

must cover two areas of knowledge:

(1) Arts and Humanities: Social Sciences and


Philosophy; and
(2) Science, Technology, and Mathematics.

The Policy

A. All HEIs are enjoined to implement as part of all


baccalaureate degree programs, per CHED
Memorandum Order No. 59, S. 1996 and CMO No.

➣ Literature - 6 Units

Majoring in fields other than Humanities, Social


Sciences and Communication:

➣ Filipino - 6 Units
➣ Literature as e.g in Humanities subjects

B. Literature subjects may be taught in Filipino,
English of any other language

➣ Inclusion of 9 units of GE electives starting


Academic Year 2018-2019 as prescribed in CMO No.
20, series of 2013 is hereby deferred.

C. HEIs in the exercise of their academic programs
in its curricular offerings shall have the flexibility.

D. The Commission encourages HEls to maintain


their Filipino Departments in order for them to
continue offering their Filipino and Panitikan courses.

TESDA Language Skills Institutes (LSIs) are
a network of training centers established
by the Technical Education and Skills
Development Authority (TESDA) across the
Philippines to provide accessible and
quality language training to Filipinos.

The Importance of TESDA LSIs:

TESDA LSIs offer a wide range of language


courses, including English proficiency,
Japanese, Mandarin, Arabic, and Spanish.
These courses equip individuals with the
communication skills necessary to thrive in
various industries, including tourism,
customer service, and international

BACKGROUND:

In a global society, language and culture are


congruent with each other. It is a crucial part of
learning process. Cooper (1989) noted that:
"language is the fundamental institution of society,
not only because it is the first human institution
experienced by the individual, but also because all
other institutions are built Upon its regulatory
patterns. To plan language is to plan society". PAGE 12
Language, defined as body of words
and the systems for their use
common to a people who are of the
same community or nation, the
same geographical area, or the
same cultural tradition, is a critical
factor in communication. PAGE 12
Communicating (reading, writing,
conversing and understanding) is one of
the fundamental skills that learners and
workers must possess in order to thrive in
the 21st century, Communication, coupled
with language skills and culture, must be
developed to enhance the ability of TVET
learners to participate in a linguistically
and culturally diverse global workplace.

OBJECTIVES:

This set of guidelines aims to:

A. integrate language in the TVET curriculum


B. stipulate English as the medium of instruction
C. require the offering of English courses in all TVIS
(TECHNICAL VOCATIONAL INSTITUTION (TVI) and
TTIS (TESDA TECHNOLOGY INSTITUTIONS); and
D. encourage the TVIs to offer other foreign

SECTION 7

For purposes of communication and instruction, the


official languages of the Philippines are Filipino and,
until otherwise provided by law, English. The
regional languages are the auxiliary official
languages in the regions and shall serve as auxiliary

PROVIDERS SHALL INTEGRATE OR ASSESS THE BASIC
COMPETENCIES CONCURRENTLY WITH THE CORE
COMPETENCIES OF THE SPECIFIC

6. ASEAN CHARTER 2007 (ADOPTED IN 2009)

ARTICLE 2: PRINCIPLES ASEAN MEMBER STATES


SHALL RESPECT DIFFERENT CULTURES, LANGUAGES
AND RELIGIONS OF THE PEOPLES OF ASEAN, WHILE
EMPHASIZING THEIR COMMON VALUES IN THE
SPIRIT OF UNITY IN DIVERSITY.

Article 34: Working language of ASEAN The working


language of ASEAN shall be English. PAGE 12
INTEGRATION OF LANGUAGE
COURSE IN THE CURRICULUM

A. Medium of Instruction: All TVIs and TTIs must use


English as the medium of instruction for all TVET.

B. English Language Course: TVIs and TTIs are


required to offer English language courses focusing
on the learning outcomes of purposive
communication.

C. Trainer Qualifications: Trainers teaching English
must have a relevant Bachelor's degree or major in
English and preferably hold a language proficiency
certification such as IELTS or TOEFL.

D. Foreign Language Programs: All TTIs are required,


and TVIs are encouraged, to offer at least one
foreign language program (other than English) with
a minimum of 100 hours.

E. Cost Allocation: Costs for foreign language


programs should be included in the TESDA PAGE 12

TESDA Language Skills Institutes

LSIs provides basic language to students/workers to


improve their employability and enhance their
competitiveness. TESDA courses designed to help
trainees gain a basic or intermediate understanding
of particular language.

The program offers the 6 following Foreign
Language in TESDA partner agencies and schools:

➣ Basic English Language (100 hours)


➣ Basic Japanese Language and Culture (150 hours)
➣ Basic Korean Language and Culture (100 hours)
➣ Basic Mandarin Chinese Language and Culture
(100 hours)
➣ Basic Arabic Language and Saudi/Gulf Culture
(100 hours)
➣ Basic Spanish Language for Different Vocations

What Criteria Should Follow?

Before you can enroll in the Foreign Language


course that you want, there's a basic set of criteria
that you'll need to meet. For starters, you have to
be: at least 18 years old, a Filipino citizen of any
gender a high school graduate. Keep in mind,
though, that TESDA gives priority to students who
are either pre-qualified to work outside the
Philippines or are required to learn a foreign
language in their jobs. PAGE 12
