It is issued to tenderers for them to prepare a price for carrying out the works.
Measurement and description is undertaken by group elements, with each
group element forming a separate section of the bill of quantities, irrespective of the
order of work sections in NRM 2. Group elements are sub-divided through the use of
elements, which are further sub-divided by sub-elements,
However, it is not a recipe for how a project should be constructed nor is it just a list
of tasks, a schedule or an organisation chart - although it provides a basis from which
a schedule or task list can be created.
According to

TYPES OF BOQ
1. Firm BOQ
A firm bill of quantities is used to obtain a lump-sum price for a fully-designed
project. The work required is measured and described precisely, meaning that it
can be priced accurately. As a result, tender prices should be reliable and good
financial control should be possible. Where changes are necessary to the works
described in the tender documents, the bill of quantities provides a good basis for
assessing the costs of those changes.
2. Approximate BOQ
