THE FIRST DEVELOPMENT DECADE
After the Second World War, United states started foreign aid program which
initially began as reconstruction and rehabilitation program.
For more than a decade professors and private business consultants provided
socio-economic programs and technical assistance in public administration
and management to governments and universities in Asia, Latin America and
Africa.

THE FIRST DEVELOPMENT DECADE
The mentioned countries locked the administrative capability for planning and
implementing plans. Administrative tools and technologies were transferred to
improve the machinery of the national government. The intervention resulted
to adoption of development planning as basic foundation in the pursuit of
economic development in Third World countries.

Developed countries formally introduced educational


planning in Third World countries in late 1950’s and
early 1960’s . The educational plans objective focused
on the task of overseeing the expansion of educational
system.

Singh (1990) enumerates the significant impact of educational


planning in Third World countries during late 1960s:
(a)Evolution of overall integrated educational systems
(b)Development of educational administration and organization of
public structures within the educational system
(c)Enhanced perception on the problem of efficiency in the
educational system

Problems encountered in educational system by Third World


countries during 1960s to 1990s. (Singh, 1990)
(a)Excessive quantitative orientation
(b)Educational planning was centralized in decision-making process
(c)Weakness in implementation
(d)Evaluation dimension was very slow to grow
TRADITIONAL EDUCATIONAL

• MANPOWER APPROACH
Planning should consider human resource in all fields required for
country
• SOCIAL DEMAND APPROACH
It requires the education authorities to provide schools and find
facilities for all students
• COST-BENEFIT APPROACH
Holds that for an individual or government to be able to make a
wise decision concerning investment, it must calculate the cost of
such project

It has been pointed out by the Presidential


Commission to Survey Philippine Education
PCSPE that educational planning in the
Philippines is not one of the strengths of
Philippine education. This observation is
supported by several factors:

education in national development
b. absence of long-range goal setting performance
targets
c. absence of policy guidelines
d. nature of decision making process
e. disproportionate magnitude of educational

According to the Department of Education, today’s


educational planning in the Philippines can claim an
unbroken history even before the establishment of our
formal education system.
In Pre-Spanish Era when Philippines was still in
possession of Spain and United States there was long
routine in educational planning.

Part of this routine are:
• They had to estimate how many students there would be
• How many classrooms, teachers, desks and books would be needed to
serve adequately
• How much money these would require
• Where the money would come from
• How and when it would be spent
This process in educational planning was taken for granted as normal part
of the school administrators’ job.

Education planning is for people; maximizing
people’s welfare is the ultimate aim. Dealing with
“target” population which constantly changing in
number, age and sex. Geographic distribution,
educational planning cannot but face dynamics of
population growth and change.
