Background
Lack of appropriate training facilities/non-availability of accessible
sports facilities – major cause for Inadequate participation of Indian
sports person with disabilities.
UNCRPD, to which India is a signatory mandates state parties to ensure
participation of Divyang in sports activities.
Section 30 of RPwD Act, 2016 mandates the Government to take
measures including provision of infrastructure facilities to facilitate
participation of PwDs in sports activities.
A Center for Disability Sports at Gwalior, MP is under progress as
approved by the Cabinet in February, 2019 and the proposal for setting
up such a Center at Shillong under consideration since then.
Background of establishment of Centre for
Disability Sports, Shillong
The Government of Meghalaya handed over 50 acres land, free of cost
and also from all encumbrances at Umswali, New Shillong Township
vide letter dated 05/11/2018 for setting up the centre.
DEPwD has already taken possession of the land measuring 50 acre.
Out of 50 acres, 40 acre is available for the Sports centre and 10 acres
for setting up of a Composite Regional Centre (CRC).
M/S Collage Design Pvt. Ltd. Mumbai was assigned to prepare the DPR
at a cost of RS. Rs. 76.10 lakh on 9th January 2019 and the agency after
deliberations with this Department submitted final DPR on 3 rd March
2020.
At the time of finalization of DPR experts from Paralympics were also
involved.

Mode of Execution
• The project will be undertaken on EPC mode/Turnkey basis through
CPWD or other agency as will be decided in accordance with approved
norms.
• The total cost of the project over a 5-year period (2 years for construction
and 3 years for operationalizing the Centre) is 260.99 crores.
• Funding will be from Budgetary Support of the Department for which a
budget line with provision exists.

The cost estimate is based on CPWD (PAR 2019), GSR 2015 & DSR 2018 Expenditure towards
salary of staff has been worked out based on the 7th Pay Commission Matrix.

DIB Memo circulated to all concerned Ministries/Departments on
9.11.2022.

Games since 1972-2016 (EFC Memo Para 2.3) is very low compared to men. The Department may
consciously focus on increasing this number to at least 30-40% of the total number of participants
through awareness campaigns, mentorship program for girls with disabilities in schools, exposure
visits to the Centre, etc.
(iv)Disseminate gender-disaggregated data for the Centre: The Dept. may collect a repository of
gender-disaggregated data based on sex, age, disability, socioeconomic status of the Women with
Disabilities using the Centre facilities and report the same on the Gender Budget Statement.
(v) Ensuring the construction of gender-friendly infrastructure at the Centre: Dept. may ensure that
the infrastructure along with being disability friendly is made gender friendly. This would involve a
thorough gender analysis to gauge the challenges of Women with Disabilities and accordingly plan
for construction. Similarly, a gender analysis of sports may also be undertaken so as to attract more
women towards all sports, thereby increasing India’s chances of winning in international sporting
events as well as boosting women empowerment.
