POLICE CUSTOMS

AND
SOCIAL
DECORUM
Definitions of Terms:
CUSTOMS – Established usage or social practices carried on by
traditions that have obtained the force of law.
SOCIAL DECORUM – Sets down appropriate social behavior
and propriety, and is thus linked to notions of etiquette and
manners.

Customs on Social Decorum are set of norms and standards


practiced by members during social and other functions. The
following are police customs and social decorum.
PROPER ATTIRE
• PNP members always wear appropriate and proper
attire in conformity with the occasion.
ATHLETIC UNIFORM
When to use:

• Exclusive use only of the PNP

personnel during the conduct of

athletics, Physical Fitness Test, Torch

Run, Fun Run, Disaster, Relief and

Rescue Operations, Fatigue Duty and

other similar activities.

Color Of Socks: White


BLACK TROPICAL FATIGUE PNP
Type “B” black tropical fatigue FSU will remain the standard uniform
for exclusive use only of PNP personnel assigned in the SWAT. EODT,
K-9 and SOG of the National Support Unit (administrative and
operations) including Highly Urbanized City Police Offices, Component
City Police Stations and Municipal Police Stations.

Headgear : Lousy Hat, Ballistics Helmet or Beret


Upper Garment : Long sleeves
Lower Garment : Pants

Paraphernalia : Rank Insignia, Patches, Namecloth

Belt : Black nylon belt with skeleton buckle


Shoes : All black Tropical Boots with Black Socks
Color Of Socks: Black
COMOUFLAGE GREEN FSU
Type “A”- Camouflage Green FSU will
be for the exclusive use only of the PNP
personal assigned in the Mobile Group
Companies.
(Regional, Provincial and City) involved
in counter insurgency operation in rural and
forested areas.
Color Of Socks: Army Military Green
GOA TYPE “A” PNP
When to use:

• Daily Office Attire

• Heightened Alert Status

• Appearances at Malacanang, Senate,


Congress, Courts.

• As directed by higher authority

Color Of Socks: Black


GOA TYPE “B” PNP
When to use:
• Full Alert Status
• As directed by higher authority
• In case of Full Alert status, the
uniform of the day shall be worn for
the raising and flag retreat ceremonies.
Color Of Socks: Black
GOA TYPE “C”
When to use:
• Daily Office Attire at the following PNP
offices: Police District Offices (NCPRO)
and Police Stations and its attached PNP
units.
• Full alert status for NHQ and RHQs: other
similar activities as directed by CPNP and
others Directors concerned, such a: Civil
Disturbance Management (CDM)
personal/security coverage.

FULL DRESS BLUE AND
FULL WHITE PNP
When to Use/ Occasion of Use
The PNP Full Dress Blue (Ceremonial Blue Uniform) and Full Dress
White (White Dock) shall be worn by the PCOs and PNCOs. The kind
of uniform (Full Dress Blue or White Duck) to be used shall be
determined by the CPNP and Directors concerned based on the
following occasions:

A. Courtesy call on New Year’s day;


B. Wedding Ceremonies;
C. Burial ceremonies Police Officers;
D . Turn-over of Command Ceremonies;
E. Honorees and Awardees on special occasions like PNP day and
Recognition day,
Color Of Socks: Black
BIKE PATROL UNIFORM
Conduct of high police visibility (foot
and mobile patrols), anti-criminality and
other police security operation.

Under Garment: Patronal Shirt


Lower Garment: Dark Blue Short
Color Of Socks: Black or White
TABLE MANNERS
• PNP members observe table etiquette at all times.
TABLE MANNERS
• They will all stand first then wait for the command
before sitting down together.
• When they are sitting down, their posture should be
upright and attentive, no slouching or leaning back
in the chair .
• Do not eat immediately, wait for the command.
• When they are about to eat, they should all eat at
the same time and should chew quickly.
• After one bite, wait for the command again then eat
again at the same time.
SOCIAL GRACES
• PNP members conduct them selves properly in
dealing with people with social function
HISTORY OF ETIQUETTE
Social graces and Etiquette
started in 14 Century France
during the reign of king Louis
XIV.

ACADEMICS
Professors are senior academics. Teachers can be
called as Sir or Madam.
Emeritus professors are professors who are officially

known as the Vice-Chancellor sometimes the
Principal or President. Deans are head of faculty.
The Chancellor of the university is normally a
prominent public figure, who acts as a ceremonial
figurehead.

• For Criminal Investigation Department (CID) Officer,


male and female, add the prefix Detective in the ranks
from Constable to CHIEF superintendent.
• COMMISIONER
- a member of a commission or an individual who has been given a commission
• DEPUTY COMMISIONER also known As District Magistrate
- is the Executive Head of a District.
- is a police that is responsible for law and order and heads the police and prosecuting agency.
• DEPUTY ASSISTANT COMMISIONER
- this is a police rank where his service is assistant between commissioner and commander.
• COMMANDERS
- they are the ones who lead or command their operations in short this rank is termed captain.
- Commanders are responsible for creating and maintaining a positive command climate. They
do this through influencing, operating, and improving leadership actions.
• CHIEF SUPERINTENDENT
- Chief superintendent is a senior rank in police forces.
- Chief superintendents lead the development of culture, climate and working processes
across multiple areas of responsibility to ensure adherence to standards, and the promotion
of accountability and continuous improvement.
• SUPERINTENDENT
- Superintendents are managers who oversee the day-to-day operations of a school
district, but they are also leaders who aspire to improve student achievement.
• CHIEF INSPECTOR
- Chief Inspectors manage large teams of inspectors, sergeants, constables and police
staff. They may be the most senior operational response officer or manage assigned
specialist policing functions such as investigations.

• INSPECTOR
- a person employed to inspect something
- Inspectors are responsible for the day to day management of policing activity in their area.
• SERGEANT
- a military noncommissioned officer with any of the ranks above corporal in the army or the
marines or above airman first class in the air force.
- Sergeants have a varied role and should coach, appraise, mentor and lead people, manage
operational risks to the force and the public and ensure that standards are met.
• CONSTABLE
- a peace officer with limited policing authority, typically in a small town.
- the governor of a royal castle.
GOVERNMENT SERVICE

DIPLOMATIC SERVICE
Most ambassadors represent their government in a single
country.
Underneath the ambassador in the diplomatic hierarchy
come the following: Minister; minister-counsellor; First
Secretary; second secretary; third secretary;
Attache ;Assistant Attache.
The charge d’ Affaires is normally the ambassador’s
second- in command, and is responsible for the diplomatic
mission in the absence of a more senior diplomat.
A consul is appointed to represent the government of one
state in the territory of other
And is responsible for looking after the welfare of the
citizens of his/her own country in a foreign land.

HOST DUTIES
• Welcome guest with positive greeting and aura.

• Direct guest and assign one focal person to accompany him/her in the
event you can’t be with him all the times

• See to it that program of events will be followed strictly. No in to


system.

• Provided ventilation and clean comfort rooms .


GUEST DUTIES
• Please arrive on time. Do not create a show just because you are the
guest.

• Approach host with powerful handshakes and smile. Try to blend in


asap.

• Observe set ups of the host; be flexible and try to understand new set
ups.

• Try to make connections to establish a common ground.


SEATING GUIDELINES
• Seating arrangement depends on occasion and table used.

PRESIDENTIAL TABLE- guest will seat in the middle and is flank by the hosts
RECTANGULAR TABLE- Guest will seat in the middle with the host in front of him.

Note: other members of the entourage may seat any part of the table.
Please take note that most important people are the guest and the host/counterpart
leader.
UNIFORM/APPEARANCE
The public looks upon a PNP members as distinctively a man among
men. It is a welcome sight when PNP members wear their uniform
properly wherever they may be. Bulging stomach is a taboo in the
uniformed service. Since disciplined PNP members are best exemplified
by those who are neat in appearance and wearing the prescribed uniform,
they must therefore observe the following:
• Wearing of prescribed uniform.
• Wearing as part of the uniform, awards and decorations earned in
accordance with the prescribed rules and regulations.
• Adherence to haircut prescribed by rules and regulations.
APPEARANCE/PROPER
GROOMING OF A
POLICEWOMAN
• Hair should be tied or bun with hairnet.
• For women, their lower uniform is a skirt
• The uniform must be clean at all cost and it
should not have any wrinkles
• Use a belt when wearing a uniform and must
always be tucked in.
• Women’s shoes must be black with 1 ½ heels
and it should always be clean and shiny
• Always do the proper posture (snappy)
• Practice proper hygiene (ex. All nails must be
properly cut).
APPEARANCE/PROPER
GROOMING OF A POLICEMAN
• The hair cut should be clean and it should
be an army cut.
• For men, their lower uniform is pants.
• The uniform must be clean at all cost and it
should not have any wrinkles.
• Use a belt when wearing a uniform and

• Practice proper hygiene (ex. All nails must
be proper cut).
MANNER OF WALKING
• Every PNP Member is expected to walk with pride and
dignity.
PROPER WAYS OF
WALKING
•Must walk straight and breast out.

•Walk moderately.

•Look straight ahead.

•Always do the proper posture (snappy).

•Swing your arms moderately.

•The walking formation should be organized.

•Everyone should be mindful to the commands.
