Definition of
Disaster Management
The organisation of resources and
responsibilities for dealing with all
humanitirian aspects of emergencies in
particular preparedness, response and
recovery in order to minimize the impact
of disaster is called “ Disaster
Management”.

BEFORE A DISASTER : To minimize the potential
for human, material or environmental losses when
disaster strikes.

DURING A DISASTER : To ensure that the needs


and provisions of victims are met alleviate and
minimize suffering.

AFTER A DISASTER : To achieve rapid and


durable recovery, this doesn't reproduce the
original vulnerable conditions.

Preparedness Phase
DISASTER Phase : It characterised by an intense
damage to the society. This loss could be that of
life, property, environment, health or anything
else. In this phase, the disaster victims are in
deep shock.

RESPONSE Phase : This is the period that


immediately follows after the occurrence of
disater. The immediate needs of the people during
this phase are instant medical help, food, water,
clothing and shelter.
RECOVERY Phase : When the immediate needs of
the affected people are met, they begin to enter
to recovery phase. During this time, the victims
actually realise the impact of disater. During this,
they need intensive mental support.

When the victims recovered from the physical and


mental trauma,they realise the need to return
back to normal routine. During this phase, they
need resources and facilities so as to enable them
to return back to their own routine.
MITIGATION Phase: During this phase the
population has returned to pre- disaster
standards. They recognise and need certain
measures to reduce the extent of damage which
might be caused during the next similar disaster.

PREPAREDNESS Phase: This phase involes


creation of awareness among the people. This
includes awareness about warning signs of
disasters, methods of safe and successful
evacuation and first aid measures.
