Members.
Currently Chairman, 5 full time Members & 4 part time Members
As per restructuring approved by Cabinet, 1 more full time Member and 2
more Part-time Members have been created.

The National Highways have a total length of
66,590 km to serve as the arterial network of the
country. The development of National Highways is
the responsibility of the Government of India. The
Government of India has launched major initiatives
to upgrade and strengthen National Highways
through various phases of National Highways
Development Project (NHDP), which are briefly as
under:

NHDP Phase I was approved by CCEA in


December 2000 at an estimated cost of Rs.30,000
core comprises mostly GQ ( 5,846 km) and NS-
EW Corridor (981 km) port connectivity (356
km) and othes (315 km)

NHDP Phase II :

NHDP Phase II was approved by CCEA in


December 2003 at an estimated cost of
Rs.34,339 crore (2002 prices) comprises
mostly NS-EW Corridor (6,161 km) and
other National Highways of 486 km length,
the total length being 6,647 km. The total
length of Phase II is 6,647 km.

NHDP Phase-III: Government approved on 5.3.2005
upgradation and 4 laning of 4,035 km of National
Highways on BOT basis under NHDP Phase-IIIA at an
estimated cost of Rs. 22,207 crores (2004 prices).
Government approved in April 2007 upgradation and 4
laning at 8074 km at an estimated cost of Rs. 54,339 crore,
which includes 780 km having an estimated cost of Rs.
6,782 in the State of Bihar which will be implemented as a
part of NHDP III A. The NHDP Phase-IIIA is targeted for
completion by December 2009. The NHDP Phase-IIIB is
targeted for completion by December 2013.

NHDP Phase V:.
CCEA has approved on 5.10.2006, six laning of 6,500 km includes 5,700 km of GQ
and other(800 km) stretches under Phase V at a cost of Rs. 41,210 crore on Design
Build Finance and operation (DBFO) basis.
 
• Six laning of one section of 148 km, viz Vadodra - Surat section of NH-8 falling on
GQ has already been awarded on BOT basis during 2006-07.
 
• During 2007-08 (concession of 882 km) has been awarded. Total 1030 km is under
implementation. Remaining 5470 km to be awarded.
 
• Phase – V is targeted for completion by December 2012.
 
• Feasibility reports for 2525 km completed.
 
• Feasibility report under preparation – 1008 km.
 
• Proposals received from Consultants for preparation of feasibility report - 1326
km.
NHDP Phase VI
Govt. has approved construction of 1000 km of Expressway under
NHDP Phase-VI at a cost of Rs. 16,680 crore on DBFO basis.

• Action for appointment of consultants for preparation of


alignment of vadodra-Mumbai is under taken. The consultant has
been appointed on 01.04.2008.

• NHDP Phase-VI is targeted for completion by December, 2015.

• Prioritization of sections has been approved by the Ministry on


22nd Feb ‘2008. The prioritization are:

• Delhi – Meerut
• Bangalore – Chennai
• Kolkata – Dhanbad
• Appointment of consultants for alignment study for 600 km –
July, 2008
NHDP Phase VII

700 km of ring roads/bypasses and


flyovers and selected stretches. 40 km is
targeted for award during 2008-09
CONSTRAINTS IN
IMPLEMENTATION OF THE
NHDP
Land Acquisition
 Inordinate delay in some States due to procedural formalities, court
cases and low level cooperation from the State Govt. officials.

 Delays in disbursement of compensation by the Competent


Authority to the affected land owners, despite full compensation
deposited by NHAI in advance.

 The procedure of Land Acquisition has now been simplified

• Earlier all notifications to be vetted by Min of Law.


• Now this requirement dispensed with after approval of standard
formats for notifications.
Environment and Forest Clearances
 Considerable delays experienced in obtaining environment and forest
clearance.

 Apart from conditions stipulated by Central Government (MoEF) State


Forest Departments are imposing additional conditions
 Non – uniform rules for compensatory afforestation

 Unreasonable Net Present Value (NPV) being demanded by some States,


including for diverted forest land.
 Protracted procedural delays in obtaining wild life clearances where
alignment passes near wild life areas.
 Obtaining various clearances require coordination with State Forest
Departments, MoEF, State Pollution Control Boards etc. No single window
clearance is available.
Clearance of Railways for ROB Designs
 Under NHDP Phase I & II and other projects about 229 Rail Over Bridges
(ROB) /Rail Under Bridges (RUB) have to be constructed. Approvals have to
be obtained from Railways for the following

• General Agreement Drawing (GAD) submitted by NHAI


• Permission of the Commissioner of Railway Safety (CRS) for
shifting of level crossing.
• Approval of detailed designs and drawings of sub structures and
super structures submitted by NHAI after proof checking by
consultants
• Approval of drawings for temporary arrangement
• CRS sanction for super structures.

 Above activities involve coordination with several departments within


Railways.
Other problems

 Shifting of Utilities

 Local law and order problems

 Poor performance by the Contractor


STEPS TAKEN FOR EARLY COMPLETION OF THE
PROJECTS

 Contracts are regularly monitored at various levels

 State Governments have appointed senior officers as Nodal


officers for coordination and resolving issues concerning
implementation of NHDP.

 Committee of Secretaries (CoS) constituted under Cabinet


Secretary to address Inter-Ministerial and Centre State issues.

 To expedite clearance from Railways an officer of Railway


has been appointed on deputation in NHAI.

 Strict action is being taken against non-performing


contractors like imposition of liquidated damages , debarring for
participation in future NHAI projects until they improve their
performance and termination of contracts.
 Various Steps taken to improve cash flow problems of
contractors.

• Grant of interest bearing discretionary advance.


• Release of retention money against BG of equal amount
• Deferment of recovery of advances
• Relaxation in minimum IPC amount.
