INTRODUCTION:-
 It is the process that ensures that an organisation has qualified staff
available at various levels of management to meet the short term and long
term requirements.

 Staffing involves Manning the organisation structure through proper and


effective selection, appraisal and development of the personnel to fill the
roles assigned to the employers/workforce.
DEFINITION:-
 Staffing is the function by which managers build an organisation through
recruitment, selection,and development of individuals as capable
employees.

STAFFING NORMS:-
 Norms are standards that guide, control and regulate individuals and
communities for planning nursing manpower we have to follow some norms.
The nursing norms are recommended by various committees,such as :
the nursing manpower committee,the high power committee,Dr.bajaj
committee,and the staff inspection committee,TNAI and INC .
Most hospitals today follow the staff inspection unit Norms.in this
activity,the works of a nursing sister and staff nurse are common,but the work of
the ward sister remains similar to staff nurse even after promotion.
RECOMMENDATION OF THE
STAFF INSPECTION UNIT:-
1. Norms have taken into account the workload projected in the wards and
other areas of the hospital.
2. The posts of nursing sisters and staff nurses have been clubbed together
for calculating the two as nursing.A staff nurse will continue to perform
the same duties even after she is promoted to the level of a nursing sister.
3. Out of the entitlement workload out on the basis of the norms ,30%posts
may be sanctioned for nursing Sisters.
4. Assistant nursing superintendents (ANS) are recommended in the ratio of 1
ANS to every 4.5 nursing sisters.The ANS will perform the duties presently
performed by nursing Sisters and perform in shifts.
5.The post of deputy nursing superintendent(DNS) may continue at the
level of 1 DNS to every 7.5 ANS.
6.There will be a post of nursing superintendent( NS) for every hospital
having 250 or more beds.
7.There will be a post of chief nursing officer (CNO) for every hospital
having 500 or more beds.
8.It is recommended that 45%psots added for the area of 365 days
working including 10% leave ,and earned leave and day off as nurse are
entitled to 8 days off per month and three national holidays per year
when doing three shift duties.
THE NURSE-PATIENT RATIO AS PER
THE S.I.U NORMS:-
1. General ward 1. 1:6
2. Special ward- 2. 1:4
(paediatric,burns,neuro
surgery,cardio thoracic,neuro
medicine, nursing home,spinal
injury, emergency wards
attached to casualty)
3. Nursery 3.1:2

4. I.C.U 4. 1:1 (nothing mentioned about the


shifts)
5. 1:1 table
5. Labour room 6.major- 1:2 per table
6. O.T Minor -1:1 per table
7.Casuality-
A.Casuality main attendance up to 100
 3 staff nurse for 24 hours,1:1 per shift
patients per day thereafter.
B.For every additional attendance of 35  1:35
pts.
 3 staff nurse for 24 hours,1:1/shift

C.Gynac/obstetrics attendance
 1:15

D.Thereafter every additional attendance  Attendance up to 100 patient per day 1 staff
of 15 patients. nurse 120-220 pts.2 staff nurse
221-320 pta.3 staff nurse
8.Injection room OPD 321-420 pts.4 staff nurse
THE NURSE-PATIENT RATIO AS PER THE
NORMS OF TNAI AND INC:-

1. Chief Nursing officer  1 for 500 beds


2. Nursing superintendent  1 For 400 beds or above
3. D.N.S  1 For 300 beds &1 additional for 200
beds
 1 for 100-150 beds or 3-4 wards
4. A.N.S
 1 for 25-30 beds or 1 ward 30% leave
5. Ward sister reserve

6. Staff Nurse  1 for 3 beds in teaching hospital In


general wards and 1 for 5 beds in non-
teaching hospital+30% leave reserve.
7.Extra nursing staff to be provided for
department research function.

8.For OPD and emergency.  1 staff nurse for 100 patients (1:100)+30% leave
reserve.

9. For intensive care unit (I.C.U)


 1:1 or (1:3) for each (shift)+30% leave reserve.

10.It is suggested that for 250 hospitals


there should be 1 infection control nurse
(ICN).
*Staffing pattern for hospital nursing
services as recommendations by Dr.BAJAJ
committee,1987:-
1. Nursing superintendent  1:200 beds
2. Deputy nursing superintendent  1:300 beds
3. Department nursing  7:1000+1 additional 1000 beds
supervisor/sisters (991*7+991)

4. Ward nursing  8:200+30% leave reserve

5. Staff nurses for wards  1:3(or 1:9 for each shift)+30% leave
reserve
6. For OPD, blood bank , X-ray, diabetic  1:100 patient (1 bed,50 patient)+30%
clinics,CSSR etc. leave reserve

7. For intensive care units,(8 beds  1:1 (or 1:3 for each shift) + 30% leave
ICU/200 beds) reserve

8. For specialized departments and  8:200+30% leave reserve.

CONCLUSION:-
 Staffing is one of the most important activities of the
administration it decides who ,when ,how , where,will do what
type of work for the organisation.The staffing decides how
effeciently the organisation will be able to achieve the desired
outcomes.
