What is TRAI?
• The Telecom Regulatory Authority of India ( TRAI)
was established in 1997, in accordance with the Telecom
Regulatory Authority of India, Act 1997.
• It is the independent regulator established by the
Government of India to regulate the telecommunication
business in India.
• It is an ISO 9001:2000 certified organisation headed by
the chairperson Dr. J.S. Sarma.
About TRAI..
• The Telecom Regulatory Authority of India Act, 1997, as
amended vide the Telecom Regulatory Authority of India
(Amendment) Act, 2000, specifies that the Authority shall
consist of a Chairperson and not more than two whole-time
Members and not more than two part-time Members.

Mission

• The mission of Telecom Regulatory Authority of


India (TRAI) is to ensure that the interests of
consumers are protected and at the same time to
nurture conditions for growth of telecommunications,
broadcasting and cable services in a manner and at a
pace which will enable India to play a leading role in
the emerging global information society.

Telecom Service

• Telecom industry in India constitutes some essential telecom


services like telephone, radio, television and Internet.
• Telecom industry in India is specifically emphasizing on latest
technologies like GSM (Global System for Mobile
Communications), CDMA (Code Division Multiple Access),
PMRTS (Public Mobile Radio Trunking Services), Fixed Line
and WLL(Wireless Local Loop). India has a prospering
market specifically in GSM mobile service and the number of
subscribers is growing very fast.

Ensure compliance of terms and conditions of license

Fix the terms and conditions of their inter connectivity


between service providers

Ensure Technical compatibility and effective inter-


connection between different service providers  
• Regulate arrangements for sharing of revenues
amongst service providers
• Lay-down the standards of QoS to be provided by
service provider,ensure this by periodical survey
• Lay-down and ensure time period for providing local
and long-distance circuits of telecommunication
between different service providers
• Maintain inter-connect agreement register
• Ensure compliance of USO(universal service obligation)
Functions
Telecom Regulatory framework

• Department of Telecom (DoT)-


It formulates developmental policies for accelerated
growth of telecommunication services. It is responsible for
granting licenses for various telecom services.

DoT has 5 major divisions to carry out these tasks

It is National Radio Regulatory Authority, responsible for
frequency spectrum management.

It is a technology body representing to the interest of DoT.
c. C-Dot – (Center for Development of Telematics)
It is an R & D unit under the DoT.

• Mahanagar Telephone Nigam Limited (MTNL)
• Indian Telephone Industries (ITI)
• Telecommunications Consultants India Limited (TCIL)

e. TERM Cell (VTM)

Vigilance Telecom Monitoring Cells (VTM)- It


monitors and controls illegal and clandestine telecom
operations in the country. These VTM cells were later
rechristened as Telecom Enforcement Resource and
Monitoring Cells (TERM) in 2008.

Change in the world’s climate and the ensuing natural calamities


like floods and typhoons are attributed to increased greenhouse gas
emissions(GHG), mainly that of Carbon Dioxide, resulting from
increased consumption of energy by manufacturing and service
sectors.
Mobile Number Portability

The facility of Mobile Number Portability (MNP) Service was


introduced for the benefit of the customers. Initially it was
introduced on a pilot basis in the service area of Haryana on 25th
November 2010. After successful trial, it was introduced all over the
country from 20th Jan 2011.

What is the scam?
• 2G licenses were issued to private players at through away
prices in 2008.
• Spectrum scam has cost the Govt. 1.76 Lakh Crore.
• Rules & procedures flouted while issuing licenses.

No Procedures Followed
• Rules changed after the game had begun.
• Cut-off date for applications advanced by a week.
• First-cum-First-serve.
• No proper auction process followed, No bids invited.
