OBJECTIVES

At the end of the lesson, you will be able to:

Identify the different sections of the barangay


development plan;

Explain the contents of each section of the


barangay development plan; and

Identify the composition of the different


structures responsible in the barangay
development planning process.

THE BARANGAY DEVELOPMENT PLAN

The barangay development plan is the official


document of the barangay that incorporates
the profile, problems, targets and goals of the
locality

wherein interventions are identified and


prioritized based on the available resources
coming from internal or external sources.

WHAT ARE THE MINIMUM CONTENTS OF THE


BARANGAY DEVELOPMENT PLAN?

Based on DILG Memorandum Circular No. 92-41 dated


July 6, 1992 entitled “Guidelines in the Preparation of
Local Development Plans and Annual Investment Plans
as Basis for the 1993 Budget Preparation”. The
barangay development plan shall contain at the
minimum the following elements:

The barangay development plan shall contain at the


minimum the following elements:

1.) Description of the Barangay

-this shall include the barangay profile description of the


socio-economic characteristics of the barangay, its
problems and immediate concerns.

2) Programs and Projects

These are programs and activities identified by the


barangay to be funded out of barangay funds and
those which will be submitted for funding to the next
higher LGUs

3) Maps

(a) map of geographical location and boundaries of the


barangay;

(b) map of existing facilities (schools, hospitals, etc.)

(c) a map pinpointing where the proposed programs


and projects shall be implemented.

 The approved barangay development plan shall


be integrated to the development plan of the
next higher-level local development council such
as the municipality or city.

 It is also important to know the possible


programs and projects that can be included in
the BDP.

THE LGC OF 1991 ENUMERATES SUCH BASIC


SERVICES AND FACILITIES (BUT NOT LIMITED
TO) FOR THE BARANGAY:

Agricultural support services that include


planting materials distribution system and
operation of farm produce collection and buying
stations;

Health and social welfare services which include


maintenance of Barangay health center and day-
care center;

Services and facilities related to general hygiene


and sanitation, beautification, and solid waste

Maintenance of Katarungang Pambarangay;

Maintenance of Barangay roads and bridges and


water supply systems

THE LGC OF 1991 ENUMERATES SUCH BASIC


SERVICES AND FACILITIES (BUT NOT LIMITED
TO) FOR THE BARANGAY:

Infrastructure facilities such as multi-purpose


hall, multipurpose pavement, plaza, sports
center, and other similar facilities;

Information and reading center; and

Satellite or public market, where viable.

THE BARANGAY DEVELOPMENT


COUNCIL and Secretariat

The Local Development Council (LDC) that


includes the BDC shall initiate a multisectoral
development plan and approved by its Sanggunian.

For this purpose, the BDC shall assist the


Sanggunian in setting the direction of economic
and social development and coordinating efforts
within its territorial jurisdiction.
LET’S STUDY AND ANALYZE
THE COMPOSITION OF THE BDC SHALL
BE AS FOLLOWS:

The BDC shall be headed by the Punong Barangay and


shall be composed of the following members:

a) Members of the Sanggunian;

b) Representatives of non-governmental organizations


(NGOs) operating in the barangay who shall constitute not
less than one fourth (1/4) of the fully organized council;
and

c) A representative of the Congressman

The barangay development council shall exercise


the following functions:

1.) Mobilize people’s participation in local


development efforts;
2.) Prepare barangay development plans based on
local requirements;
3.) Monitor and evaluate the implementation of
national or local programs and projects; and
4.) Perform such other functions as may be
provided by law or competent authority.

 The BDC can also create a body that will act on


such matters when it is not in session. Sec. 111
of the LGC provides that each local development
council shall create an Executive Committee to
represent it in its behalf when the council is not
in session.

 The BDC may call upon any local official


concerned or any official of national agencies or
offices in the local government unit (e.g.
Municipal Agriculturist, ENRO, etc.) to assist in
the formulation of their respective development
plan and investment program.

 Specifically, the Executive Committee shall:


(a) ensure that the decisions of the council are
faithfully carried out and implemented;
(b) act on matters requiring immediate attention or
action by the council;
(c) formulate policies, plans and programs based
upon the general principles laid down by the
council; and
(d) act on matters authorized by the council

 The Executive Committee of the BDC has three


members, namely the Punong Barangay as
Chair, the representative of the Sangguniang
Barangay, and the representative of the NGOs in
the council.

 The head of the BDC Secretariat is the barangay


secretary and assisted by the city or municipal
planning and development coordinator.

 The Secretariat is responsible for:


(a) providing technical support to the BDC;
(b) documentation of the council’s proceedings;
(c) preparation of the council’s report, and
(d) such other assistance as may be required of it
by the council.

document that serves as a compendium of data and
information such as profile, problems, targets, vision and
goals of the locality and wherein interventions are
identified and prioritized based on the available
resources.

maps.
