Organization Structure
(ii) Formula for vacancy calculation :

(A) Prescribed %age of the strength in a grade in a discipline (excluding


deputation + Contract + Service Contract/Re-engagement) - on roll strength in
the particular grade in a discipline.
(B) Addition of resultant vacancies arising due to promotion to the next
higher grade during the same DPC.
(C ) Formation of additional panel with the validity of one year for anticipated
vacancies (due to superannuation, resignation & new requirement) till 31st July
of next year.

CMD is authorized/approving authority for all DPC (executive/non


executive) panels. Also, CMD is authorized to downgrade the vacancy
position.
Zone of consideration for filling-
up of the vacancies

For promotion from E-0 to E-8, all eligible officers who fulfill the residency
condition as on 31st July of the relevant year will be considered for the selection
process.

Minimum Educational Qualifications For Promotion

The MEQ for promotion from E-0 up to E-4 is as follows:

MEQ For Promotion
The MEQ for promotion to E-5 and above would be as follows:
Discipline MEQ
Technical Discipline- Civil, Mechanical, B.Tech./BE/AMIE or other equivalent graduate degrees in the concerned discipline
Electrical, S&T, Track Machine and IT recognized by AICTE/ UGC or prescribed accreditation bodies.

Finance 1. ICWA from Institute of Cost and Works accountants of


India or
2. CA from Institute of Chartered accountants of India or
3. MBA (Finance) or other equivalent degrees recognized
by AICTE/ UGC or prescribed accreditation bodies.
HRM 1. Master Degree in Personnel Management / Industrial

2. MBA/HRM and/or
3. LLB or other equivalent degrees recognized by
AICTE/UGC/ prescribed accreditation bodies
(LLB as an MEQ will be applicable for Law specific job profiles as decided by the

Minimum Educational Qualifications For Promotion
•Officers not having the prescribed MEQ –
•Will be considered for promotion on completion of double the
residency subject to fulfillment of other eligibility criteria
•Upto E-5 level only.
•The promotion to E-6 level will be considered only after acquiring the
prescribed MEQ.

•The terminal grade for promotion in Confidential, Drawing, CSR, Hindi and
SHE cadre is E5 level.

•The MEQ as defined will be required for an employee to be eligible for


promotion to a particular level, however, no marks/weightage will be given for
MEQ.

Seniority :
• 12 marks for minimum qualifying service i.e. residency in the
present grade &
• Additional 1 mark for each completed period of service over &
above the required residency period
• Subject to maximum of 3 marks.

• Any appreciation mail or copy / warning mail or copy during last

Presentation
•There will be a distinct head of assessment for Presentation in the selection
process for promotion to the posts of JGMs (E-5) upto CGMs (E-8).

•All members of the interview committee will be present during presentation for
evaluation.

•An external expert will also be associated with the committee for evaluating the
performance in the presentation
Annual Performance Reports (APRs):
No. of years for which the APR will be considered- The APR’s will be considered for
the residency period prescribed for each category. If the employee has completed
more period in a particular grade than the required residency period, the APRs of
the latest period would be considered

Minimum Eligibility criteria:

Employees who fulfill the residency period and MEQ criteria will be screened for APR minimum
benchmark criteria and only those who fulfill the minimum benchmark requirement will be eligible
for selection/suitability.

D&AR/Vigilance clearance

D&AR/Vigilance clearance of all eligible employees will be taken before the


selection/suitability assessment.
Composition of Selection Committee
•For promotions to E6 level upto E8 : Selection Committee of Director level

•For promotion categories where Presentation is the selection Process:


Alongwith the above mentioned composition, an external expert (expert from
Institution/University) for evaluating the performance in the presentation.

•SC/ST member : Inclusion of an SC/ST member is necessary as per Govt


guidelines , if reserved category employees are in zone of consideration.

•One HRM member in the selection committee should be present mandatorily for
promotions at all non executive & executive levels upto E8

•The member nominated as a part of selection committee should not have direct
reporting to each other.
