Critical Success Factors

in Inclusive Education
 National Education Development Plan
(2013 – 2015). Under this Educational
Plan, several strategies have been planned
and implemented that includes:

 “Establishing a bilateral cooperation with a


number of relevant Government ministries
and nongovernmental agencies (NGOs).
These government ministries and NGO’s
are related to services regarding welfare,
health and education of students with
special needs”
 Reflecting the policy and strategies, the
success of the special education program
depend very much on the support and
contribution given by all parties related to
the aspiration of providing a quality
education for student with special needs.
 The Ministry of Education (MOE) is really
looking forward in collaboration of all
social resources in the community, such as
NGOs, parents, prominent individual,
corporate sectors, international body or
even some political will.
Support is a necessary component of
successful inclusive education
practices as the needs of many
learners with disabilities are beyond
the basic services available in typical
general education classes (Lomofsky
& Lazarus, 2001).

Different children will require


different kinds of support to
participate in their surrounding.
• Visual impaired learners –
Braille, magnifier/ing glass
Equipment
• Hearing impaired learners –
hearing aids

• Provide facilities, can ease


their movement
• Physical arrangement of the
Infrastructurere classroom (class furniture
and learning stations)
• Placed on the ground floor
• Accepted their disabilities
• Give support in certain specific
areas

 IBM outlines two key products to help
these hearing impairments that are usually
subject to speech problems. The product is
SpeechViewer III, speech enhancement
software and Visual Voice Tools, voice
control software.

 SpeechViewer III is a voice and language


software capable of converting
conversations and sounds to interesting
graphics. It is able to increase the
effectiveness of speech and speech therapy
for those who have problems speaking,
language and hearing.

Own Voice Processing by Signia.
Telecare by Signia and Resound.
Sensors in hearing aids by Starkey.
Rechargeable hearing aids which were
led by Phonak.
Wider or deeper connectivity whereby
Signia has shown the possibilities.
Biometric Calibration, a Phonak system.
Special education in Malaysia is
currently under responsibility four
ministries namely,
1) Ministry of Health
2) Ministry of Women Family and
Community Development
3) Ministry of Education Malaysia,
4) Ministry of Higher Education and
Ministry of Human Resources.
 Implementing cooperation and
collaboration, The Ministry of Education
created a smart partnership by working
together with the NGOs and the corporate
sectors in order to provide a wider
spectrum of educational facilities and
expertise for the development and refining
quality in the delivery of education for
special needs students.
 These so-called ‘social resources’ are also
needed in the form of seminars
sponsorship and also in organizing short
courses for teachers as well as for parents
and students concerned.
• There are at least four (4)
influential NGOs that contribute
services in the education for the
hearing impaired, They are The
Malaysian Federation of the Deaf,
The National Society of the Deaf,
The State Level Society of the Deaf
and Y Self Reliance Centre for the
Deaf.

 Main resources, collaboration and NGOs
contribution on the education for the visual
impaired comes from National Council for
the Blind Malaysia (NCBM) and The
Malaysian Association for the Blind (MAB).

 Advocacy, resources and collaboration for


children with learning disabilities are
provided by The Down Syndrome
Association of Malaysia, The National
Council for The Association of Spastic
Children Malaysia, National Autistic Society
of Malaysia (NASOM) and The Dyslexia
Association of Malaysia
