Background Profile:
Objective:
This feature narrows down the paging areas for packet switched (PS) services. This helps lighten the CCCH load of the GSM network.
For the first paging, the BSC sends paging messages to the last cell on which the MS camps and to its neighboring cells. If the first paging fails, the BSC
sends paging messages to the areas specified by the SGSN for the second paging.

Feature Description:
With the rapid development of PS services in recent years, PS paging messages have accounted for an increasingly larger proportion of paging
messages than circuit switched (CS) paging messages. This leads to heavy traffic load on the CCCHs and reduces the success rate of CS service
admission.

PS paging messages are sent on the basis of routing areas (RAs). In live networks, however, users processing packet services do not cross a large area.
In this case, paging resources are wasted. To save paging resources, Huawei introduces the Layered Paging feature. This feature enables the BSC to
send paging messages to the last cell that an active PS MS camps on and to its neighboring cells. The BSC initiates the second paging by RAs if the first
paging fails. PS paging does not affect user experience even though they may be delayed for a certain period.

•READYTIMER
Value of the Ready timer. Based on the Ready timer, the BSC checks whether a PS paging is a second one. If it is a second paging, the BSC sends
paging messages to specific paging areas as required by the CN. Note that the value of the Ready timer must be the same for the BSC and SGSN.

•PSPagingCtrl
Policy of transmitting PS paging messages to a cell. When the parameter is set to ALWAYSNORMALPAGING, the BSC sends PS paging messages to the
paging areas specified by the CN. When the parameter is set to FIRSTPRECISEPAGING, PS paging messages in the first paging for an active PS user are
sent only to the last cell on which the user camps and to its configured neighboring cells. If the first paging fails, the BSC sends PS paging messages
to the paging areas specified by the CN after the CN has decided to allow the BSC to send the messages again. When the parameter is set to
ALWAYSPRECISEPAGING, PS paging messages for an active PS user are sent to the last cell on which the user camps and to its configured neighboring
cells.

16029 caused by WPC;

Conclusion:

1. PS Paging Layer implemented successfully on East Java Region, further Improvement planned for implementation “Extended
BCCH” feature for LAC having high Paging Deletions;
