The Anti-Rabies Act of 2007
Policy of the State: To protect and
promote the right to health of the
people. Towards this end, a system
for the control, prevention of the
spread, and eventual eradication of
human and animal rabies shall be
provided and the need for
responsible pet ownership
established.

Responsibilities of LGUs
Ensure all dogs are properly
immunized, registered and issued
a corresponding dog tag for every
immunized and registered dog;
Strictly enforce dog impounding
activities and field control to
eliminate stray dogs;
Ensure that dogs are leashed or
confined within the premises of the
owners house or owners fenced

Allocate Funds;
Ensure the enforcement of Section 6
of R.A. No. 8485 or The Animal
Welfare Act of 1998.

Institutionalizing additional strategies to
strengthen further the implementation of
the Bohol Rabies Prevention and
Eradication Program;
Rationale: need to impose penalties to
violators for leniency and tolerance can
cause discontentment of those who
follow the law which, if not remedied, will
lead to the failure of the rabies program.
E.O. No. 8 institutionalized the Bohol
Paralegal System at the Village Level

An Internal Rules of Procedures of


R.A. 9482 at the Village Level to
strengthen further the
implementation of the Bohol Rabies
Prevention and Eradication Program.

This internal rules is not a part of the


Court Proceedings but a series of
settlements at the Village level.
The Bohol Paralegal System

Step I An
Aggrieved Person or
any person
witnessing the
commission of the
violation files a
written
report/complaint of
violation (BRB Legal
Form No. 1) with the
BRB Council;
Step 2 The BRB
Council send
Notice of Violation
(BRB Legal Form
No. 2) to inform
the respondent of
his violation, to
comply the law,
and to settle his
penalty with the
BRB;

Step 3 In case respondent fails to
act on complaint or fails to settle
obligation, the BRB Council send
Notice of Filing of Criminal Complaint
(BRB Legal Form 2-A) giving another
3 days to settle obligation.
Otherwise, criminal case be
forwarded to PNP for the appropriate
filing of complaint at Provl
Prosecution Office.

Step 4 : If respondent settles
obligation, BRB conducts
Administrative Settlement (BRB Legal
Form No. 3) stating therein:
(a) promise to commit again;
(b) comply his responsibility as dog
owner;
(c ) pay penalties.

Step 5 If respondent fails to comply
law and settles obligation, BRB
submit Letter-Complaint (BRB Legal
Form No. 4) to the Provincial
Prosecution Office.

Conducted Paralegal Trainings to BRB
Members in all 47 LGUs in the
Province in 2008-2009;
Conducted Ongoing Paralegal
Retraining to BRB Members this year
after the Barangay Election. 33 LGUs
have finished;

More or less 100 dog related cases in


9 MLGUs using BRB System have
reached the BRB Office. All settled at
Village Level.
