I. RATIONALE:
The Department of Education (DepEd) recognizes the crucial role of educational institutions in
promoting gender equality and ensuring a safe, inclusive, and empowering learning and working
environment for all. As mandated under Republic Act No. 9710, or the Magna Carta of Women, all
government agencies, including DepEd, are directed to adopt gender mainstreaming as a strategy to
promote women’s rights and eliminate gender-based discrimination in their respective policies,
programs, and activities.
Furthermore, the enactment of Republic Act No. 11313, also known as the Safe Spaces Act or
Bawal Bastos Law, reinforces the need for educational institutions to be proactive in addressing all
forms of gender-based sexual harassment (GBSH), not only within school premises but also in online
spaces and community settings. This law mandates all institutions to establish preventive
mechanisms, conduct capacity building on gender sensitivity, and ensure grievance procedures are in
place to address GBSH effectively.
In line with these national directives, DepEd Order No. 32, s. 2017 (Gender-Responsive Basic
Education Policy) institutionalizes gender mainstreaming in the basic education sector. It calls for the
development of a gender-responsive curriculum, learning environment, and delivery of services, as
well as the continuous capacity development of DepEd personnel in integrating GAD principles in their
day-to-day duties and responsibilities.
The necessity for such training is further underscored by recent data. According to the Philippine
Statistics Authority (PSA) and UN Women, around 1 in 4 Filipino women aged 15–49 has
experienced physical, emotional, or sexual violence. Additionally, a 2023 PCW report showed an
increase in reported cases of online sexual harassment and gender-based bullying in schools and
workplaces, particularly among women and LGBTQIA+ individuals. These figures highlight the
urgency of sustained and meaningful interventions within the education sector.
Despite these alarming statistics, studies reveal that many school personnel are either unaware of the
full scope of GAD policies or are inadequately equipped to implement them. A 2022 DepEd internal
assessment noted gaps in the consistent application of gender-fair language, grievance redress
mechanisms, and safe space protocols at the school level. Addressing these gaps requires deliberate
and structured training interventions.

Therefore, this GAD Training aims to:
Deepen school personnel’s understanding of key gender concepts, national laws, and DepEd
policies on gender equality;
Equip participants with practical tools for identifying and addressing gender issues in the
school environment;
Enhance institutional compliance with the Safe Spaces Act and the Magna Carta of Women;
Promote a culture of gender sensitivity and respect among educators, learners, and non-
teaching personnel.
This initiative ultimately supports DepEd’s broader commitment to uphold the rights, dignity, and well-
being of all learners and personnel, regardless of sex, gender identity, or sexual orientation, thereby
building a more equitable and inclusive educational system.

A.5. Activity Rationale:
The conduct of the training entitled "Understanding and Implementing RA 11313: The Safe
Spaces Act in Support of Gender and Development" is anchored on the mandate of the Magna
Carta of Women (RA 9710) and DepEd Order No. 32, s. 2017, which emphasize the promotion of
gender equality and the protection of all individuals from gender-based violence and discrimination
within the education sector. With the enactment of RA 11313 or the Safe Spaces Act, schools are
required to establish preventive, protective, and responsive mechanisms to address gender-based
sexual harassment (GBSH) in various settings—including classrooms, workplaces, and digital
platforms. This training aims to capacitate school personnel on the legal provisions, institutional
responsibilities, and practical applications of the law, thereby equipping them to create safer, more
inclusive learning and working environments. Recent studies from the Philippine Commission on
Women and DepEd reveal persistent gaps in awareness and implementation of GAD-related
policies at the school level, underscoring the urgent need for this capacity-building initiative.

gender roles, gender stereotyping, and gender-based violence.
Identify the salient provisions of RA 9710 (Magna Carta of Women), RA 11313 (Safe
Spaces Act), and DepEd Order No. 32, s. 2017 and their implications in the school
setting.
Recognize common gender issues in the educational environment and explain their impact
on learners and personnel.
Skills
Apply gender-sensitive approaches in classroom management, communication, and

Pre-Planning Activities
Needs Assessment: Coordination with school heads and GAD focal persons to assess the
knowledge gaps and institutional readiness regarding RA 11313 and GAD integration.
Training Design and Content Development: Crafting a program matrix, learning
objectives (KSA-based), and context-specific scenarios for case analysis.
Resource Person Engagement: Identification and confirmation of subject matter experts
(legal, HR, GAD specialists) to deliver technical and contextualized sessions.
Preparation of Materials and Logistics: Development of printed and digital handouts,
Safe Spaces visuals, evaluation tools, and venue readiness including health and safety
protocols.
Participant Coordination: Issuance of invitations, dissemination of pre-reading materials,
and confirmation of attendance.
During the Training
Interactive Lecture-Discussion: Presentations on RA 11313 provisions, DepEd GAD
policies, and responsibilities of educational institutions, coupled with Q&A sessions.
Workshop and Group Activities: Scenario analysis, creation of school-level GAD
response plans, simulation of referral protocols, and visual advocacy material development.
Reflection and Commitment Setting: Participants articulate personal and institutional
commitments toward safe and inclusive school environments.
Documentation: Photo documentation, attendance monitoring, and collation of group
outputs.
Post Activities
Echo Sessions in Schools: Participants are tasked to cascade the training content to
colleagues through formal orientation or integration in INSETs.
Submission of Outputs: Schools will submit their updated CODI structure, GAD-
responsive ASH policies, and action plans for Safe Spaces compliance.
Monitoring and Evaluation: Collection and analysis of training evaluation forms, conduct
of post-training assessments, and periodic follow-ups to gauge implementation progress.
Integration in School GAD Plan: Outputs and commitments will be used to update each
school's GAD Plan and budget for proper implementation and resource allocation.
