(iv) Railway Board's letter of even No. dated 01.06.2022

1.0 The altemate procedure to be followed to replace CRS sanction for the works mentioned in
the gazette notification at reference (i) above was issued by Railway Board vide letter Under
reference (iv) above.

2.0 References have been received from Znral Railways to revise the altemate procedure. The
matter has been examined in detail in Board's office & in view of Dispensation of CRS
Sanction provided in the above Gazette Notification, Board (MTRS, MI, CEO & CRB) has
approved the revised altemative procedure to be followed by z-orrEl Railways for ensuring
safety is as detailed below:

2.1 For items (a) Construction, rebuilding, modification and strengthening of foot'over-
bridges and road-over-bridges; (b) Construction, rebuilding, regirdering and
strengthening of minor bridges; (c) Regirdering and strengthening of all existing

bridges, other than minor bridges; (d) Elimination of manned level crossing; and
Upgradotion of noa'intciloc*ed level crossing & diversion of Roads at LCs. The

2.2 Fot lntroduction of Electric Traction {item O} :-

i. 25kv ac charging of section for Railway electrification work for existing linev
'New linVGauge conversion lines/Doubling/Multiple lines & Energisation of any
'high tension installation in this regard shall be done with the approval of
Electrical inspector to Govt. of India (EIG) as laid down in Indian Electricity Act
2003.

2.3 For Works related to Dedicated Freight Conidor {iten (9}, Railway Board's letter
No. 2017llnfrd6[]3 deted 02.0t.2018 shall be strictly followed.

2.4 For seeking sanction, all necessary documents required shall be prepared in the same
foymats as laid down in "The Railway Opening for Public Carriage of Passengers
Rules,2000".

3.0 Zonal Railway may take necessary action for opening of item (a) to (g) above as per above
altemate procedure. Amendments in Rule & Manuals will follow.

4.0 This supersedes Railway Board letter No. 2022lTrarc celUCivil/CRS, dated 01.06.2022.

(iii) Board's letter Nq. 2016/CEDO/ORI/O/01 dated 18.08.2017. addressed to
MD/DFCCIL
(iv) MD/DFCCIL's letter No. 20 I 3/GM (CivitycR939 dated I t.07. I I
l. Railway Board had issued instructions regarding opening of DFC lines for goods
baffrc vide ref. (i) above. However, subsequently, inshrctions were withdrawn
vide ref. (ii) abovc.
2. Now, MD/DFCCIL has requested Railway Board to authorise MD/DFCCIL for
opcning ofDFC lincs for goods haftic vide ref. (iv) above.
3. Thc issue has boen re-examined. Considering that DFC lincs are for goods traflic
only, in supersession of Board's letter dated 1t.08.17 (ref. (iii) above), the
Board (ME, CRB) has decided the following for opening qf DFC lines for goods
traffic:

(i) Zonal Railway will take CRS sanction for wo*s which are a.ffecting existing
lR nrnning lines such as junction stations, modifications to level crossings,
constnrctiodmodification of ROBs, RUBs' FOBs, RFOs ac. All the papers
rcquired for seeking sanction of CRS will be prcpared by DFCCIL' Necessary
completion/commissioning ccrtificates for such worla shall be issued jointly
by ofticials of Zonal Railway &DFCCIL. a'.
(ii)- DFC line can be opened for goods traffrc by MD/DFCCIL after joint
' inspcction by concerncd chief Track Engineer (cTE), Chief Electicsl
Distribution Engineer (CEDE), Chief signal Engineer (csE) and chief safety
offrcer (cSo) of zonal Railway. All the papers requircd for opening of line
