Chronology of Events Leading to the Conceptualization of BSA

Implementation of SSP-DLC Platform


 NIC developed the Social Security Pension Digital Life Certificate (SSP-DLC) platform for Old Age,
Widow, and Disability pensioners.
 Conducted in 7 locations under NSAP, covering 750 beneficiaries across Tamil Nadu and Jharkhand.
 NIC discussed with UIDAI regarding onboarding of departments/ states in compliance with Aadhaar Act
and regulations.

Aadhaar Authentication: An integral part of Benefit Disbursement


 Delhi Govt. engaged with NIC & UIDAI to explore Aadhaar-based benefit disbursement for state schemes.
 Increase in demand for biometric based eKYC authentication in Central & State Govt. welfare programs.

Formalization of Beneficiary Satyapan Application (BSA)


 Recognizing the need for a unified biometric authentication platform, BSA was conceptualized.
 NIC submitted a request under Section 4.4.b.(ii) of the Aadhaar Act & Aadhaar Regulation 2016.
 This led to the formalization of BSA to facilitate biometric-based eKYC for government welfare schemes.
