1.0. INTRODUCTION AND OBJECTIVES:

A waste management plan is the written record of what must be done to achieve the
goals organization has set for managing construction waste.
SEPCO ARABIA, a Power Construction Corporation, will manage all the waste
generated from its scope of work inside its physical boundaries for one of the IMI’s
projects of King Salman International Complex for Maritime Industries and Services
Projects, Ras Al-Khair.
‘Reducing the waste by 3R’s, it’s best management and reducing its environmental and
health hazards’ continuously in the best possible way to a minimum is the main
objective of this waste management plan.
Ensuring mitigation of the environmental and health risks associated with indiscriminate
waste generation, storage and disposal etc. and the pollution of natural resources such
as land, sea, and air. Effective waste reduction by reduce, reuse and recycle methods
as compared to the previously calculated values, every month and every year to
preserve the natural resources is also a key objective of this waste management plan.

2.0. PURPOSE AND SCOPE:

This “Waste Management Plan " (WMP ) is designed to meet the minimum
Environmental Provision and requirements and to provide effective methods for
handling, collecting, storage, recycling and reusing, transport, treatment and disposal of
different types of waste by the approved sub-contractors at the approved facilities
generating during the project construction for prevention of potential pollution or
contamination during the SEPCO activities.
The main purpose of this plan is to be consistent with using the totally latest techniques
and strategies to deliver the awareness and training regarding the proper waste
management and reduce the amount of waste going into the landfill to achieve the
"ZERO ENVIRONMENTAL RELEASE” Goal presented in the loss prevention program. It
will also consider to increase the waste recycling and reusing opportunities.
This document applies to all the SEPCO activities, products and services inside the
sepco’s scope of work boundaries for King Salman International Complex for Maritime
Industries and Services Project, Ras Al-Khair including all sepco departments, sepco
parties and individuals, internal and external sub-contractors and suppliers or any third-
party service providers.

fully in accordance with the provision of the following:

3.0. ABBREVIATIONS:

The abbreviations listed, when used in this WMP, shall have the meanings as described
here below:

4.0. DEFINITIONS

Waste: A waste is any residue of a production, transformation or utilization process, any


substance" material, product, or more generally, any mobile goods abandoned or which
the Owner or Holder intends to abandon. This definition excludes atmospheric
emissions and produced waters.

Waste Management:

COMPOSTING: Anaerobic, biological Process in which organic wastes. Such as kitchen or


agriculture waste are converted into stable granular material which can be applied to
land to improve soil structure and enrich nutrient content.

Hazardous Waste: Wastes may be defined as hazardous on the basis of waste


characteristics (e.g. Flammable, Ignitable, Toxic, Mutagenic, Reactive, Corrosive, etc.)
or waste may be defined as hazardous on the basis of 'Listing' (i.e. are any components
of the waste stream listed as hazardous; in US EPA. or other Valid classification system.

Incineration: The controlled combustion of waste to reduce its volume or Toxicity.


Inert Waste: Inert wastes are those wastes which are not biologically or
chemically active in the natural environment, such as glass, concrete, brick
materials, and broken clay and manufactured rubber products.
Landfill: Area of land, typically a void from previous mining or quarrying, or
specifically engineered, in which waste is systematically deposited. In areas
where there is no available void, the process is referred to as land rising and
waste is deposited on the land surface.
MEDICAL WASTE: Any wastes made in whole or part of human tissue,
animal tissue, blood or other body liquids! Secretions, drugs or other
pharmaceutical products, bandages" syringes, needles or other medical sharp
objects, or any other wastes whether contagious chemical or radioactive
produced by medical activities, nursing. Treatment, medical care, dental,
veterinary or pharmaceutical or processed activities or others, tests, research
works or study materials or sampling or storage of the same.
Minimization: See reduction.
Non-Hazardous Waste: Non-hazardous waste means waste which is not
classified as Hazardous waste.
Radioactive Waste: Any waste containing radionuclide (i.e., a nuclide that is
Radioactive). Frequently categorized according to activity content and other
criteria as low level, intermediate level and high level waste. Disposal of
radioactive waste is subject to national and international legislation.
Recycling: The reprocessing of waste into the same or a different product.
Typical recyclable wastes include glass, paper, plastics etc.
Reduction: Process of reducing the quantity of waste produced through the
review of operational practices and optimal use of raw Materials.
Re-use: The Re-use of a material without reprocessing.

3)Waste Receiver: Authorized persons, sections, departments, or


companies, whose business concerns the collection, treatment and disposal
of waste on behalf of the waste producer. Waste Treatment Physical,
chemical and biological processing of waste in order to make it harmless,
reduce its volume or for recycling.
TYPES OF WASTE AT THE PROJECT FACILITY:
The following different types of waste will be generated at the facility:
Solid waste Liquid waste
Concrete waste
Wooden waste & scrap rebar
General waste
Food waste
Empty paint cans and oil barrels
Oily rags & filters
Hazardous medical waste
Lead acid batteries

1.0 HSE SITE ORGANIZATION, ROLES AND RESPONSIBILITIES


1.1 Project manager:
The Project Manager is responsible for site compliance with and the
implementation of the Environmental Management Plan (EMP) and the Waste
Management Plan (WMP) for ensuring that SEPCO ant its Subcontractor(s)
complies with the requirements set out within these plans, programs and
procedures in accordance with their contractual obligations.
1.2 Site HSE Senior Supervisor:
The SEPCO Site HSE Senior Supervisor is responsible for the
implementation of HSE procedures and regulation at site and will focus on
ensuring that the SEPCO HSE Team, Subcontractor(s) and all site workers
operate systems of work in compliance with the SEPCO HSE plan, the
Construction Waste Management Program. In addition to the prescribed
general roles and responsibilities for the WMP will be achieved by:
Ensuring that SEPCO and all Subcontractor personnel are trained in the
requirements of the WMP..
Ensuring all staff has been given adequate awareness training to enable them
to carry out their duties in a manner that will enable compliance with this plan.

Environmental Coordinator:
As mentioned in the Contract Schedule D the "Environmental Coordinator"
shall be appointed by SEPCO. He must revise the WMP according to the
scope, process change etc atleast annually and coordinate in the proper
maintenance and implementation of the WMP across the SEPCO’S scope of
work. The environmental Coordinator should have responsibilities for
environmental issues. He has the "Duty of Care" to ensure that all wastes
generated on site are properly handled and sensibly disposed and audit the
site as per the plan.
The "Environmental Coordinator" is responsible for developing, maintaining,
checking the implementation of, and updating the WMP. Specifically, the
”Environmental Coordinator" has the following responsibilities:
 Obtaining complete inventory of all Energies waste streams:
 Developing waste management policy, handling/disposal procedures and
flowcharts;
 Assisting the waste producer in the development of waste minimization
strategies;
 Developing, maintaining and updating individual waste recording,
tracking waste streams based on a database.
 Informing of, applying current and emerging waste management
regulations.
 Co-ordination among all parties concerned with waste management.
 Advising producer and waste receivers where necessary.
 Auditing waste records, tracking system and treatment and disposal
methods.
 Preparing waste education / awareness campaign and presentations.
 Finding specific solutions for waste management issues.
 Ensuring the internal and external reporting to Total Energies and Local
Authorities.
 Managing and controlling the overall onsite implementation of the WMP.
 Assisting the organisation’s contract department to hire the qualified
entities to properly handle and manage the waste.
 Ensuring the availability of competent personnel and other resources
needed for carrying out the plan.
 Assisting the site management in auditing and reviewing the WMP.
 Reporting of progress to HSE Manager.
 Ensures implementation of audit.

1.3 Area safety Officer:


The "safety officer" will be responsible for facilitating the implementation of the
WMP and ensuring, where possible, that waste is avoided and where waste is
generated, it is properly recycled, reused or disposed properly. The safety
officer shall be reporting to the Environmental Coordinator and his
responsibilities will include, but not be limited to:
 Periodically review and monitor compliance with all applicable Total
Energies waste management standards and guidelines discussed in this
plan.
 To discuss waste management activities everyday in their TBT and also
involve the equipment operators shifting the waste to manage the waste
properly in and maintain the waste station areas.
 Determine the most cost-effective and efficient means of source
reduction.
 Recycling and reusing of waste, storage, collection, and/or disposal of
waste.
 Verify the waste generated and removed accordingly and the amount of
waste trips collected and sign the delivery notes on spot and maintain the
site waste log on a regular basis.
 Properly coordinate with the third-party’s waste transporting companies
regarding the welfare facilities by assessing the number and amount
waste skips and toilets location-wise and report to the environmental
coordinator.
 Serve as installation point of contact for questions, complaints, or other
notification or arrangements and create recycling and reusing
opportunities.(to implement 3R’s-refuse,reduce,reuse).
 Ensure that the waste material containers and waste stations are
maintained in sound conditions by barricading and relevant posters along
with his name and designation being posted out there.
 Ensure that the Environmental Coordinator is notified of the potential
presence of hazardous materials and its timely arrangement.
 Ensure that any spills or potentially contaminated soils identified are
isolated and the environmental Coordinator has been informed.
 Ensure that the waste is stored safely and in environmentally friendly and
acceptable manner.
 Review the use and maintenance of waste storage area on site.
 Submit a Weekly Construction Waste Management Report as a part of
the monthly HSE report.
 Continuously engage all the site personnel including our sub-cons,
whatever department, field or company they will belong to, in the daily
waste management handling and strategies.

 Closely monitor and supervise all his areas of responsibilities especially


during the lunch and night extended hours for any waste disposed off in
undesignated areas and report to his area HSE supervisor because
mostly the issues that we will face, will generate in the extended hours
 .
1.4 All Project Site Employees:
The workforce has a "Duty of Care" to handle all waste generated in the line
with the plan and have the following responsibilities:
 Co-operate with the all site HSEO’s and other responsible persons to
ensure the effective implementation of the WMP.
 Put all the waste only in the appropriate labeled containers provided for it.
 Participate in all the waste management plans, including waste
segregation, reduction, re-use, and recycling opportunities.
 All the equipment operators including loader and JCB etc. drivers must
collect and dispose the waste into the designated waste skips in the way
that no waste is over-flowed or lying outside any waste containers to
avoid public nuisance and observations.
 All employees have the duty to clear their areas of all the waste and shift
all the unwanted materials before leaving their site and area of
responsibility.
 All SEPCO and third-party waste collectors, haulers and drivers will
coordinate with area HSEO to ensure that no waste remains, falls off on
the way during transportation, or remains unpressed in the skips or lying
outside of the skips.
 Immediately inform the site HSEO’s upon seeing any solid, liquid or any
suspicious waste lying unattended, in unapproved or unlabeled plastic
containers at anywhere at site.
 Not to throw any waste anywhere except the designated waste bins or
skips or feed anything at site or camps as it will attract all animals, rodents
and promote diseases etc.
 Must participate in every training, awareness, activities related to the
waste management and reduction to comply with this plan.

2.0 WASTE MANAGEMENT:


Waste management is the collective activity of monitoring, collection,
segregation, storage, recycling and reusing, transportation, reduction and final
disposal of any type of waste in a proper way with regulations of the waste
management processes.
The public health requirements, limitations and procedures pertinent to
collection, storage, transportation, treatment and disposal of produced liquid
and solid wastes are set out in the following paragraphs.
2.1 Site Waste classification:

Waste generated shall, through testing of the waste or knowledge of the


process by which the waste is generated, classify and store their wastes into
one of the following categories, as specified Schedule.
RECYCLABLE WASTE: info on packaging
Hazardous Waste: These wastes are defined as any solid, semi-solid, liquid,
or contained gaseous waste, or combination of such wastes, which may
because of its quantity, concentration, physical or chemical characteristics
pose a hazard or potential hazard to human health or the environment when
improperly treated, stored, transported, disposed of or otherwise managed.
Non-hazardous Industrial Waste/Biodegradable waste: These wastes
include solid, liquid, semi-liquid or contained gaseous materials or wastes
resulting from industrial, mining, and agricultural operations and sludge from
industrial, agricultural or mining, water supply treatment, waste water
treatment or air pollution control facilities, provided that they are not
hazardous, municipal or inert wastes.
Municipal Waste: Municipal wastes include garbage, refuse, food waste,
office waste, waste vegetation and other decomposable material resulting
from operation of residential, commercial, municipal, industrial or institutional
establishments and from community activities.
Inert Waste: Inert wastes are those wastes which are not biologically or
chemically active in the natural environment, such as glass, concrete, brick
materials, and broken clay and manufactured rubber products.

2.2 Liquid Waste


During the Construction activities the following types of waste water will be
produced and managed:
 Sanitary Waste Water
 Hydrostatic Test Water & Flushing Discharges
 Chemical Cleaning & Treatment
 Dewatering liquid effluent
5.2.1 Sanitary Waste Water
Sanitary sewage generated on the construction site will be collected in buried
plastic Bag sand trucked to the camp sewage treatment plant for treatment.
Sewage sludge generated by the camp sewage treatment plant will be
managed and disposed of at an approved waste facility.
Regular inspection shall be carried out to check the correct operation of the
sewer system if necessary, removal of the accumulated material shall be
done on a regular basis.
5.2.2 Hydrostatic Test Water & Flushing Discharges Sanitary Waste Water
Disposal of waste water used for hydrostatic testing shall conform to Hydro
test water shall be disposed of in accordance with HSE plan, Hydrostatic test
Flushing and Lay-up Procedures Filtered hydrostatic test water will be re-used
where possible e.g. hydrostatic test water may be re-used from one section of

piping, or vessels, to the next.


Uncontaminated hydrostatic test water may be used for dust control.
Treatment (i.e., clean up) will occur if rubbish and debris are present.
Treatment will consist of removal of debris and rubbish. Otherwise, in case oil
sheen is observed or further contamination is suspected, the used water will
be collected and treated as "hazardous" waste.
5.2.3 Chemical Cleaning & Treatment
In some cases, chemicals are introduced to the flushing water. Utilized
chemicals will be evaluated by SEPCO and Subcontractor(s) engineering and
HSE staff for exposure risks and disposal options. Material Safety Data
Sheets (MSDS) will be reviewed by Subcontractors and the information used
to train workers on the associated hazards and risk control measures. Based
on that evaluation, a management and treatment strategy will be developed
5.2.4 Dewatering Effluent
If dewatering is required, the discharge of such water shall always be tested
First time, the dewatering effluent should be tested for parameters include
TSS, trace metals, oil and grease, BOD, COD and total coli form. Once it is
found to be within PME Performance Standards for Direct Discharge, the
number of parameters for periodical testing can be reduced to pH, TDS, TSS
and turbidity with pH, TDS (conductivity) and turbidity to be tested more
frequently on site. If the water is discharged to the Red Sea directly, or to an
open channel or pipeline that discharges to the Red Sea additional tests shall
be required to determine whether the water is suitable for discharge to the
Red Sea according to PME effluent standards. If PME effluent standards are
not met, SEPCO will provide treatment to achieve effluent standards or seek
alternative means of disposal
5.2.5 Waste water Management
The basic design of all waste water treatment units and the disposal of
sanitary/industrial waste water shall comply with Total Energies standard and
Saudi government regulation.
5.2.6 Sub-Contractors for Waste Collection and Disposal
A subcontractor Licensee holder / Approved by Total Energies will be hired to
dispose of all kind of waste as per government rules and regulation.
2.3 Solid Waste
Solid waste landfill shall be designed and operated in accordance with HSE
Management Plan

The majorities of non-hazardous construction wastes are expected to arise


from Workers accommodation, TCFs, and Utility infrastructure and will
comprise mainly garbage, discarded containers and office waste (e.g.
cardboard boxes, paper etc.)
2.5 Hazardous waste
Only small amounts of Hazardous Material Waste will be produced during the
Construction phase as mentioned below:
 Additives
 Solvents
 Thinners
 Cleaners
 Cutting oils
 Paints
 Contaminated rags, packaging and containers
 Adhesives
 Light bulbs
 Batteries
 Medical wastes
 Putrescent material

All these materials shall be duly collected in dedicated containers and


disposed at a SEPCO location that will be approved by Total Energies.
Hazardous waste should be 'temporarily stored 'under the shade. Hazardous
waste will be disposed of through PME approved hazardous waste
management companies who own disposal facilities.
Different types of hazardous waste shall be stored separately to avoid
adverse chemical reactions and facilitate eventual treatment Hazardous
waste shall be stored in tightly closed, leak proof containers made of or lined
with, materials that are compatible with the hazardous waste to be stored.
Putrescent waste is generated from organic materials i.e. residual food, shall
be collected separately from other waste and properly disposed at a
designated location that has been approved by Total Energies.
Containers shall be clearly marked with appropriate warning labels to

accurately describe their contents and detailed safety precautions. Labels


shall be waterproof, securely attached, and written in Arabic and English.
Where ever possible chemicals should be kept in their original container.
There will be a site specific’ contingency plan' for any emergency spill of
chemicals or oil.
The "Site Environmental Coordinator" shall maintain a register of all
hazardous waste and disposal methods. Safety Data sheets shall be
consulted by the "Site Environmental Coordinator".
Equipment, materials and skills shall be readily available to deal with
spillages. Any spill should be immediately cleaned-up and wastes properly
disposed of. Incident date, time, location, nature and estimated spilled
products shall be documented.
2.6 Site Waste Handling and Temporary Storage
All hazardous waste shall be collected separately, temporary stored under
shade and secured so that there will be no damage to the containers,
unforeseen free spillage on open ground, or improper disposal. Drummed
hazardous wastes shall be stored on a concrete base or equivalent to prevent
any spillage or leakage to open ground.
All waste generated on Site must be temporally stored in colored and labeled
drums I boxes I bins prior to disposal. SEPCO should have a designated and
signposted disposal point where waste is stored prior to its transfer to an
appropriate disposal facility.
All containers shall be stored on wooded skids. Drums should be stacked or
pallets or skids, no more than two drums height. The maximum width and
depth of a group of reactive or ignitable waste containers should not exceed
the equivalent of 8 (200 litter) drums wide x 8 (200 litter) drums deep. Each
group will be separated by at least a 5 foot-wide aisle from any adjacent
group. Containers holding ignitable or reactive waste will be set back at least
15 meters from the facility property line and 10 meters from any building.
Drums containing reactive or ignitable wastes will be place downwind of other
containers to prevent the spread of fire to them. Non-reactive or non-ignitable
waste containers will be stored in such a way that adequate aisle space is
maintained to ensure access for purpose of inspection, containment, and
remedial action. All waste shall be well sealed and protected from extreme
weather conditions such as heavy rains, strong winds and sand storms.
2.7 Waste Segregation and Recycling
SEPCO shall investigate the possibility of segregation solid wastes for
recycling, considering-at minimum-cardboard and paper. Wood, steel,
aluminum, glass, concrete, Asphalt and demolition debris, and plastics.
SEPCO shall estimate the quantities of these materials to be produced during
the course of the project and identify facilities or elsewhere capable of
recycling each type of material. SEPCO shall submit to Total Energies a brief
report of this study and implement those recycling schemes which are
economically feasible without subsidy
2.8 Waste transport
All the vehicles used for the waste transportation shall be suitable and

dedicated to the specific class of waste so as to avoid mixing of different


types of waste.
In particular the vehicles must be of such design and construction that no
dispersion of waste materials shall occur during transportation.
All vehicles transporting hazardous waste on site shall be provided with fire
prevention equipment (where needed) and a suitable Spill Absorbent Kit;
transporter shall carry in the vehicle details of contact phone numbers in the
event of an emergency. Spill absorbent materials and equipment's should be
available.
The containment compartment of storage collection and transfer devices and
vehicles shall be made of durable, impervious materials and shall be
designed such as to provide a watertight tank with smooth and easily
cleanable surfaces.
The containment and appurtenances thereto shall be cleaned at least once a
week (more often if necessary) to prevent propagation of odors, insect,
rodents, or other nuisance conditions.
Storage, collection and transfer devices and vehicles shall be loaded and
operated so as to prevent dropping, leaking and sifting, blowing or other
escape of waste from the device or vehicle.
Collection and transfer devices and vehicles carrying loads that are likely to
blown from the containment compartment shall have a cover which is either
an integral part of the vehicle, or separately fixed to the vehicle, with fasteners
designed to secure all sides of the cover to the device or vehicle. The cover
shall be used whilst the waste is in transit.
3.0 TRAINING
Training on waste management segregation and on the Site Waste
Management Program must be presented by the Environmental Coordinator
to all personnel.
All employees shall be instructed prior to first starting work and subsequently
during toolbox meetings to avoid mixing of the various type of waste.
Drivers shall be instructed by their Employer on how to store the waste on the
vehicle, on the risks connected with the hazardous waste, the risk control
measures to be followed, and on what to do in case of emergency.
4.0 WASTE MONITORING
Waste monitoring is ensured by the implementation of the Waste Manifest. A
waste register must be developed on a monthly basis and compiled to reflect
a calendar year. According to different types of data shall be collected
regarding the waste generated from the construction activities including:
 Type of waste generated on site;
 Amount of waste generated on site;
 Segregation rates;
 Reuse on and off site, recycling rates;
 Diversion of waste from landfill;
 Wastage rates of different materials;
 Costs and cost savings;
 Waste movements;

 Sources of waste;
 Waste profile over course of project;
 Levels of damaged materials;
 Materials removed from site to landfill on a works package basis;
 And imported recycled materials.
SEPCO shall be responsible to monitor the waste transporter and ensure that
the same quantity and type has reached to the pre-selected recycling/disposal
facility. ECCE shall also inspect waste disposal facility and ensure that his
waste has been recycled/ treated and disposed as JSDP requirements and
PME standards.
5.0 WASTE AUDITING
Waste auditing shall be conducted every 6 months with a report submitted to
Total Energies for review, comment, and approved. SEPCO is required to
submit to Total Energies HSE team a monthly report that will be included into
the overall Monthly HSE Report. The report shall include the following
information on each of the four waste management streams:
 Type and quantity of waste generated
 Temporary waste storage
 The type and quantity of waste reused, recycled, treated and disposed;
 A copy of waste manifest forms
 Management of waste storage area
 The name and address of waste transport company
 The name and location of waste destination facility
 Any accidental hazardous waste spills and clean-up procedures
 The waste monitoring and auditing activities
 Non-compliance issues
 Waste management training and awareness activities
 Any obstacles or problems encountered while implementing this WMP
 Quantities of materials recycled
6.0 COMPLIANCE REVIEWS
 SEPCO and Subcontractor(s) Site HSE Management shall ensure the
availability, effectiveness and efficiency of the implementation of this
program across their own areas of operations, with surveillance
undertaken on a daily basis and formal inspections carried out in
accordance with the locally specified site inspection and audit schedules;
 Subcontractor(s) shall provide all relevant resources, documentation and
assistance for their own internal audits and for SEPCO audit and review
of their work.
 SEPCO and Subcontractor(s) shall ensure that any corrective actions
arising from HSE Audits and reviews, from whatever source, are closed-
out as soon as reasonably possible. Close-out of all corrective actions by
the agreed due date shall be considered mandatory.
 SEPCO HSE organization and implementation may be subject to audit by
Total Energies during the lifetime of the project. SEPCO shall provide
adequate time and resources for HSE audit and reviews conducted either
internally or by Total Energies.

 SEPCO shall develop a waste transfer note (manifest) system for


approval by Total Energies. Periodic audits of compliance with this
procedure will be executed by SEPCO HSE Management. This may
comprise a quarterly review-
