TEXTILES POLICY

Operative Period

 Effective till March 31, 2029.


 Supersedes MSME Policy 2022.

Ongoing Initiatives for MSME Ecosystem

5.1 Investment Promotion

5.1.1 Rajasthan Investment Promotion Scheme (RIPS) 2024

 Focus: distributed development, employment generation.


 Incentives:
o Investment Subsidy (75% reimbursement of state tax for 10 years).
o Capital Subsidy for select MSMEs.
o Interest Subvention.
o Exemptions (Stamp Duty, Electricity Duty, Mandi Fee, Conversion Charge).
o Employment Subsidy, Fundraising Incentive, Cluster Incentive, Green Growth,
Export Promotion, Skilling, IP Creation.

5.1.2 Dr. Bhimrao Ambedkar Dalit Adivasi UdyamProtsahanYojna (BRUPY)

 Targeted at SC/ST entrepreneurs.


 25% Margin Money subsidy.
 Interest subsidy up to 9%.loan value 25 lakh,7%for value 25 lakh to 5 cr.,6% for value 5
cr. to 10 cr.
 Govt pays CGTMSE guarantee fee.

 Margin Money Subsidy:
o General: Rural 25%, Urban 15%.
o Special Categories: Rural 35%, Urban 25%
 Maximum cost of project under manufacturing is 50 lakh and service 20lakh.

 135 services across 16 departments integrated.

5.3.3 One Stop Shop (OSS)

 Bureau of Investment Promotion (BIP) provides accelerated clearances.

5.4 Cluster Development

 State Cluster Development Programme (for handicrafts, textiles, stones, etc.).


 MSME Technology Centre, Bhiwadi.
 PMU established for cluster programme implementation.

5.5 Infrastructure Development

5.5.1 RIICO Industrial Areas

 Land allotment, CFC concessions, cluster development.RIICO allots land at 25% of the

5.5.3 Land Conversion Exemptions

 No conversion required for Micro/Small units up to 1 acre and Food Processing up to 10

 E-Bazaar procurement up to ₹10 lakh/year.

5.6.2 Fairs & Exhibitions via UdhyamProtsahanSansthan (UPS)

5.6.3 Bazar Sahayata Yojana for Artisans

 Stall rent reimbursement, daily allowance.50% of stall rent


 Daily Allowance – INR 450 for fairs/ exhibitions in Rajasthan and INR 600 for fairs/
exhibitions in other states in India

5.6.4 GI Tagging

 17 products with GI tag; 11 more applied.

5.6.5 Export Promotion

 Reimbursement for participation in international fairs 50% of ground rent or max.1 lakh.
 Mission NiryatakBano: encourage 1st time exporters.
 Rajasthan Export Promotion Council (REPC).

5.7 Capacity Building — Skill & Training

 Training via RSLDC & industry collaborations.

6.4 Technology Acquisition Assistance

 50% reimbursement up to ₹5 lakh for acquiring advanced tech/software.

6.5 Technology Upgradation (Cluster Approach)

 Promote CFCs, cluster optimization, adoption of green & sustainable practices.

6.6 Quality Enhancement

 50% reimbursement up to ₹3 lakh for quality & IPR certifications.

6.7 Sustainable Practices & Renewable Energy

 Benefits up to ₹1 crore for:


o Environmental Projects (50% cost).
o Clean production technology (10% cost).
o Electricity duty exemption. for 7 year
o 50% Consent fee waiver.
o Interest subvention for green loans.@6%.

6.8 Skill Development

 Reimbursement of 50% training cost:


o Micro: ₹20K/month
o Small: ₹30K/month
o Medium: ₹40K/month

6.9 Infrastructure Development


 Support for infrastructure upgrades in non-RIICO clusters & new greenfield clusters.

6.10 Market Development

6.10.1 Fairs & Exhibitions Participation

After taking benefit under any of the above categories in a Financial Year, beneficiary would
not be able to take benefit in the same category for the nexttwo Financial Years.

Step 1: Register Your MSME

Ensure your enterprise is registered under the Udyam Registration system, which is mandatory
for all MSMEs in India.

✅ Step 2: Obtain Raj Udyog Mitra Acknowledgment

For new MSMEs established on or after March 4, 2019, obtain an acknowledgment certificate
from the Raj Udyog Mitra portal. This certificate exempts you from certain state approvals and
inspections for three years.

1. Visit the portal and click on "Sign Up."

3. Create an SSO ID using your Aadhaar, Bhamashah ID, or other options.
4. Log in with your SSO ID and submit the "Declaration of Intent."

✅ Step 4: Apply for Incentives under the Textile and Apparel Policy
The Rajasthan Textile and Apparel Policy 2025 offers various

 Capital Subsidy: Up to 25% of investment in plant and machinery, subject to a


maximum of ₹50 lakh.
 Interest Subsidy: 5% to 7% on term loans for five years, depending on the nature and

 Stamp Duty and Registration Fee Exemption: 100% exemption.
 Freight Reimbursement: 25% reimbursement for export units.
 Green Solution Incentive: 50% reimbursement up to ₹12.5 crores for setting up

✅ Step 5: Track Application and Await Approval

After submission, your application will be reviewed by the concerned authorities. You can track
the status of your application through the SWCS portal using your acknowledgment number.
Upon approval, the sanctioned incentives will be disbursed as per the policy guidelines.
