1. JOB TITLE: MASTER

2. DEPARTMENT: VESSEL OPERATION

3. MISSION:
The Master has the overall command and authority for the navigation and operations of the vessel,
represents TARGET Engineering Construction Company Sole Proprietorship L.L.C in all contracts
with the Charterer and has full responsibility to protect TARGET Engineering Construction
Company Sole Proprietorship L.L.C interests.

4. ACCOUNTABILITIES:
Description
Command and operate the vessel in a safe and cost-efficient manner
Responsible for the seaworthiness of the vessel
Ensure that neither the vessel nor crew facilitate unsafe practices
Ensure that the vessel and her crew conform to all Company, International, Flag State and
Classification Society regulations
Ensure that there is a smooth operational relationship with all clients
Committed to Safety and Company Procedures at all times
Supervise officers and identify crew training requirements
Train the Chief Officer in all aspects of ships command with special emphasis on maneuvering of
vessel
Carry out officers and crew assessments
Chair the vessel’s monthly Safety Committee Meetings
Report to the DPA and HSEQ Manager (or according to reporting procedure) any matters which
could be detrimental to the safety of the vessel, crew or company property
Ensure that all paperwork pertaining to accounts, safety, operations and crew is completed
satisfactorily and where applicable filed or dispatched to the company office in time
Keep accurate accounts
Complete the annual Master’s review of SMS
Ensure that the Oil Record Book is correctly filled in by the Chief Engineer
Supervise shore workers carrying out maintenance and/or repairs
Ensure that each crewmember is aware of his duties as listed in their Job description
Ensure that the vessel and crew are prepared for any emergency situation at all times
Ensure that original certificates are filed and maintained onboard and a copy sent to company
office
Maintain in good order all shipboard files, certificates and records, including the documentation and
reporting of all applicable information in the company and vessel logbooks
Carry out weekly Masters vessel hygiene inspections
HSE Responsibilities
Implementing the Quality and Health, Safety and Environmental, OSH Policy of
Ensure and promote awareness on Health, Safety and the protection of the Environment is of
foremost concern and is conveyed to the crew and passengers.

Ensure that all Company employees on his vessel adhere to the HSE policies of the company and
client.

Reviewing the safety and pollution prevention system and reporting deficiencies and feedback to
shore-based management.

Ensure that the vessel and crew adhere to all SOLAS, Company and Client safety regulations.

Ensure that all vessels’ safety and lifesaving equipment adhere to and comply with SOLAS,
Company and Client regulations and requirements.

Verification that all shipboard requirements of the safety system are met.

Ensure that drills are carried out on as per drills schedule and recorded.

Ensure that all marine activities carried out comply with the Client safety and procedural guidelines
that are applicable to the vessel, vessel’s equipment, crew and passengers.

Continually monitor safety attitudes and standards within the workforce, advising and assisting
when and where required.

Conduct and minutes safety meetings ensuring topical subjects are discussed and minutes are
recorded.

Ensure the reporting of Near Misses among the crew and eliminate potential accidents by use of
Non-Conformity Reports.

Complete and submit all incidents, Accident reports to Company onshore Management.

The upkeep of an efficient records system regarding the requirements of this Safety and Quality
Management system.

Submit Monthly Reports and Master SMS Review to onshore Management of vessel safety
performance.

Ensure the vessel’s Zero Loss Time Accident record is maintained.

Motivating the crew to ensure that they observe the HSE, Drug & Alcohol, PPE, Smoking, Stop
Work and Policies at all times.
